Overview

The Technical Officer will support the Member State in attaining universal coverage of health services and strengthening health systems. The role involves coordinating efforts to improve national health information systems, research, and evidence-based decision-making.


Key Responsibilities
  • - Coordinate efforts to strengthen national health information systems, health research, M&E frameworks, civil registration and ICD reporting, and promote use of digital health, GIS, and data innovations for evidence-based decision-making.
  • - Coordinate, and/or facilitate the delivery of technical and managerial advice to the government and national stakeholders in the development and implementation of sustainable, multisectoral and integrated strategies, policies, work programmes and plans.
  • - Develop and monitor work plans and budgets, and follow up on the implementation of planned activities.
  • - Provide, or coordinate the provision of, technical advice, strategies, and policies for strengthening country capacity to implement, evaluate and monitor programmes including financing of the systems.
  • - Monitor the national burden of diseases or factors especially through health information systems and health research activities.
  • - Facilitate the adaptation and implementation of evidence-based norms, standards, guidelines and tools.
  • - Guide the collection, analysis and documenting of best practices and partners' experiences.
  • - Serve as a national and technical resource concerning the multi-sectoral integration of programmes and mainstreaming of cross-cutting themes.
  • - Develop or strengthen strategic partnerships in, and mobilize resources for activities and interventions.
  • - Support the national authorities in grant implementation and reporting.
  • - Coordinate the development of information, education and communication (IEC) materials.
  • - Perform other related responsibilities as assigned.
Required Experience
  • A minimum of five years work experience in developing and/or implementing public health, capacity-building policies/strategies, and programmes focused on antimicrobial resistance, health systems strengthening, and/or evidence generation and its use, at the national level including experience in relevant programme interventions and experience in resource limited settings.
  • Desirable: Experience with digital health platforms, surveillance systems, and/or specific data analysis tools (e.g., Tableau, ArcGIS). Experience with intergovernmental agencies, the United Nations System or WHO and knowledge of national partnerships and networks.
Qualifications
  • Essential: A university degree (bachelor’s) in public health, health sciences, pharmacy, microbiology, , epidemiology or related disciplines from a recognized university.
  • Desirable: Postgraduate training or specialization in one or more of the following disciplines: public health, microbiology and/or health systems research.

Remuneration
annual base salary starting at Kina 141366 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
