Overview
The consultant will prepare a GEF-8 CEO endorsement request package for an e-mobility project in Madagascar. This involves developing project documentation, organizing stakeholder consultations, and finalizing the submission for review.
Key Responsibilities
- Prepare a development strategy and methodology, including a provisional timetable.
- Develop the project “skeleton” document, including proposed project components, outcomes, outputs, indicators, problem tree, and theory of change.
- Develop the log frame, Problem Tree, Theory of Change, SRIF checklist, and results framework.
- Prepare and organize a stakeholder consultation workshop and prepare a summary report.
- Prepare a 1st draft of the CEO Endorsement Document and its annexes.
- Prepare and organize a stakeholder validation workshop and prepare a report.
- Discuss and validate co-finance contributions.
- Prepare a final and complete version of the CEO Endorsement Document and annexes.
- Respond to reviews from the UNEP Project Review Committee (PRC) and GEF Secretariat.
- Inform UNEP on the status of work and highlight risks.
Required Experience
- Minimum of five (5) years of professional experience in policy development in sectors such as transport, sustainable mobility, or infrastructure mobility, renewable energy, environment or development is required.
- Experience working with GEF or UNEP projects is required.
- Drafting project proposals and assessing project documents, including concepts, progress reports, work plans, and financial documents (budgets and expenditure reports) is required.
- Working for multilateral or bilateral funding entities in the field of climate change, transport, mobility, renewable energy environment or development is a desirable
Qualifications
- An advanced university degree (master’s degree or equivalent) in urban planning, electric engineering, environmental science or a related field is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
