Overview
The Senior Officer, PMER will lead the implementation of monitoring and evaluation processes and systems to support project management, impact assessment, and learning within the region. This role contributes to improving the impact of Red Cross Red Crescent work and promoting accountability.
Key Responsibilities
- Support National Societies during micro-planning and review of micro-plans.
- Lead the Unified Planning process.
- Provide technical assistance in program planning and annual reviews.
- Coordinate needs assessments, gap analysis, or baseline surveys.
- Lead the establishment and maintenance of monitoring systems.
- Develop and maintain monitoring and reporting schedules.
- Provide technical leadership for reliable data collection and analysis.
- Provide training and coaching on data collection tools.
- Support IFRC staff and NS in mid-project surveys.
- Facilitate the use of monitoring data for analysis and decision making.
- Establish systems to remind National Societies to submit monitoring reports.
- Provide input to the development of quality standards and tools in monitoring and evaluation.
- Lead or manage program evaluation.
- Ensure evaluations adhere to the IFRC evaluation Framework.
- Lead and support lesson learned and reviews meetings.
- Document lessons and action points from meetings.
- Advise on qualitative data collection methods and good practices.
- Advise on sampling techniques.
- Provide quality control during the evaluation review phase.
- Support drafting of Management responses to evaluations.
- Identify opportunities for participatory evaluation.
- Advise on the utility of data collection and analysis tools.
- Lead data analysis and visualization.
- Develop dashboards as needed.
- Ensure inclusion of M&E information into reports.
- Support sharing of findings and lessons learned.
- Provide constant communication and support to NS on M&E obligations.
- Collate, write, or manage donor reporting and evaluation reports.
- Lead Annual and Semi-Annual reporting.
- Conduct quality and technical review of reports.
- Lead the harmonization of indicators and reporting for the cluster.
- Implement the IM structure for the cluster.
- Provide training on monitoring and evaluation.
- Identify and secure opportunities for National Societies to build capacity.
- Network with Regional PMER and PRD counterparts.
Required Experience
- Minimum of 3 years work experience in Monitoring, Evaluation, planning and/or analysis and reporting;
- Minimum of 2 years work experience in an international setting;
- Experience working in developing countries;
- Experience working in the Africa Region;
- People Management experience;
- Experience developing, communicating, and implementing business plans.
Qualifications
- University degree, or equivalent, in relevant disciplines (Monitoring and Evaluation, Mathematics, Statistics, Economics, or relevant quantitative fields);
- Relevant post-graduate degree or MBA (or equivalent);
- Relevant professional training or relevant experience in monitoring, performance-based management, planning or evaluation.
