Overview
The Coordinator, Evaluations leads the implementation of the IFRC Evaluation Framework and annual evaluation plan, ensuring quality, consistency, and utility of evaluations across the organization. The role provides technical guidance on evaluation methodologies, systems, and tools, and oversees processes for baselines, reviews, case studies, and learning exercises.
Key Responsibilities
- Compile and maintain the annual IFRC evaluation plan.
- Facilitate discussions with senior management to secure ownership of evaluations.
- Monitor implementation of the revised Evaluation Framework.
- Provide technical leadership on evaluation design, methodologies, and tools.
- Oversee quality control of evaluations.
- Promote innovation in evaluation practices.
- Ensure a structured process for follow-up on evaluation recommendations.
- Maintain and update the IFRC Evaluation Bank.
- Extract and synthesize lessons learned from evaluations.
- Foster synergies across the IFRC network by promoting joint evaluations.
- Collect and maintain data on planned evaluations across the IFRC network.
- Engage with National Societies and regional offices to harmonize evaluation approaches.
- Provide guidance and coaching to IFRC teams and National Societies.
- Develop learning curricula for evaluation practices.
- Animate and sustain a global community of practice for PMER practitioners.
- Supervise the Senior Officer and intern.
- Plan and oversee the work of the evaluation team.
Required Experience
- 18+ years of professional experience
- At least five to eight years of experience in designing and implementing integrated results-based monitoring and evaluations systems and processes
- Proven experience in leading, managing and coordinating evaluations
- First-hand experience in designing and managing survey processes (online and offline)
- Direct experience in coaching programme staff, facilitating trainings and creating learning tools
- Experience in overseeing and managing projects with multiple actors
- First-hand experience in selecting and managing consultants
- Familiarity with the Red Cross and Red Crescent Movement
- Experience in direct management of a small team
Qualifications
Master’s degree in the social sciences, international development or related discipline
