Overview

The Project Management Specialist will support projects in the South Asia Network, focusing on the planning, implementation, and monitoring of Multilateral Fund projects, as well as providing technical and policy support to countries.


Key Responsibilities
  • Support the South Asia Network in maintaining regular communications with National Ozone Officers for project planning, implementation, and follow-up.
  • Develop scope of work for non-government partners and Terms of Reference for consultants.
  • Liaise with and monitor performance of non-government partners and consultants.
  • Prepare progress reports for Asia and the Pacific and Project Completion Reports.
  • Draft specific reports as required by the Executive Committee.
  • Conduct regional and country-specific policy research.
  • Provide technical and policy assistance for updating national policy frameworks.
  • Identify and disseminate good practices among NOUs.
  • Contribute to drafting policy objectives papers and proposals.
  • Prepare Project Cooperation Agreements (PCA)/Small Scale Funding Agreements (SSFA)/UN to UN Transfer Agreements.
  • Monitor implementation of PCA/SSFA/UN2UN Agreements and facilitate advance release requests.
  • Support innovation in project and knowledge management and collaborative tools.
Required Experience
  • At least 3 years of professional work experience at the national and/or international level in policy analysis, project management or monitoring or other relevant programmes is required.
  • Proven interest in environmental management, energy efficiency, and climate change issues is required.
  • Experience with developing report, capacity building, policy settings and legislation system, as well as experience working in the UN or other international development organization is desirable.
  • Technical knowledge on the ozone depleting substances, ozone depletion or climate change issues, energy efficiency and application of climate friendly alternatives is desirable.
  • Excellent interpersonal skills, cultural and social sensitiveness, and ability to work inclusively and collaboratively with a range of partners, including private sector and government authorities at different levels is desirable.
  • Ability to work and adapt professionally and effectively in challenging environments and to work effectively in multicultural teams is desirable.
Qualifications

Master's degree in Environmental policy / law, science, engineering.
