Overview
National consultant to develop a CEO endorsement request package for the Ecuador CBIT II project, providing baseline information and facilitating stakeholder input for high-quality project design.
Key Responsibilities
- Prepare and implement stakeholder engagement plan for PPG phase, including identifying stakeholders, organizing workshops, and preparing consultation reports.
- Obtain baseline information on stakeholders, policies, initiatives, co-financing, gender considerations, and social safeguards.
- Provide input on risks to project execution, including safeguards.
- Facilitate national stakeholder revision and validation of project baseline, problem tree, project skeleton, theory of change, and other project document sections.
- Support the Ministry in preparing, requesting, and following up on co-financing letters.
- Provide input for drafting the CEO endorsement document, including a gender analysis and action plan.
- Provide input to respond to UNEP, GEF Consultant, Government, and GEF reviews.
- Support the Ministry’s climate transparency agenda for alignment with project formulation.
Required Experience
- Minimum of two (2) years of experience in working in the field of Climate Change in Latin America and the Caribbean is required.
- Experience working in Ecuador, knowledge of the institutional setting and framework, public policies, and experience working with institutional actors, is required.
- Experience in working with or for multilateral or bilateral funding entities in the field of climate change, environment or development is desirable.
- Experience in developing projects or policies related to climate change mitigation or adaptation is desirable.
- Experience in designing and implementing stakeholder consultation processes for projects and/or public policies is desirable.
- Good communication skills to manage/interact with government representatives and people inside and outside of the project team is desirable.
Qualifications
• Advanced university degree in environmental studies, climate change, economics, development, engineering, finance and administration, international cooperation or a related discipline is required. A first level degree with additional two (2) years of qualifying experience may be accepted in lieu of an advanced university degree.
