Overview
Support the Ministry of High-Tech Industries in developing draft legislative acts and policies in the field of child online safety, with a focus on internet safety standards applicable to industry actors.
Key Responsibilities
- Conduct a comprehensive gap analysis of the existing Armenian legislative and policy framework on child online protection vis-à-vis international standards and best practices with recommendations and proposed legislation/policy/implementation measures.
- Draft legislation and regulatory policies governing the responsibilities of industry actors in ensuring child safety online.
Required Experience
- At least 5 years of professional experience in the legal field
- Demonstrated experience in legal research, legal analysis, and preparation of legal briefs
- Proven experience in drafting and/or reviewing legislative acts and regulatory policies
- Strong knowledge of Armenian legislation, particularly in the fields of telecommunications, data protection, and child protection
- Knowledge of international and national frameworks governing internet safety and digital regulation (e.g., EU Digital Services Act, UK Online Safety Act, GDPR)
- Knowledge of the CRC, CRPD, CEDAW, and other relevant international legal instruments
- Familiarity with the regulatory landscape for internet service providers and technology platforms
- Strong analytical and organizational skills
- Good communication and stakeholder engagement skills
- Previous experience working with UN agencies, including UNICEF, is an asset
Qualifications
• Master’s degree in Law/Child rights, Information and Communications Technology Policy/Governance or Cybersecurity.
