Overview

The Programme Officer (Passenger and Cargo Control Programme) will support the planning, coordination, and implementation of programme/project strategies and activities in Mexico, focusing on assisting law enforcement agencies in identifying and inspecting high-risk cargo and passengers.


Key Responsibilities
  • Support the planning, coordination, and implementation of programme/project strategies and activities.
  • Guide, coordinate, and supervise programme staff.
  • Design work plans for project objectives.
  • Plan, organize, and carry out the collection, evaluation, analysis, compilation, and dissemination of statistical data.
  • Provide backstopping and support on technical, substantive, and administrative issues.
  • Conduct field missions to assess needs, oversee implementation, and assess resource efficiency.
  • Guide and orient the efforts of consultants, project personnel, donors, institutions, and counterparts.
  • Ensure effective financial management, monitoring, and reporting of the project budget.
  • Coordinate the preparation and dissemination of information materials.
  • Expedite and endorse submissions, ensure timely project reviews, revisions, monitoring, and reporting.
  • Undertake fund-raising activities and identify private sector sponsors.
  • Support and promote the expansion of projects to new countries.
  • Organize training courses, seminars, working groups, and workshops.
  • Undertake general and administrative arrangements.
  • Prepare project progress reports and implementation delivery rate reports.
  • Collect and analyse data to identify trends or patterns and provide insights.
  • Perform other work-related duties as required.
Required Experience

A minimum of seven years of progressively responsible professional work experience in the area of border management, law enforcement or trade supply chain security, or a related area is required. Work experience in the implementation of technical assistance activities and in project management is required. Work experience in strengthening regional law enforcement cooperation is required. Work experience supporting and working with law enforcement agencies and counterparts in the field in the area of border management is desirable. Experience with the United Nations System or similar international organization is desirable. Experience in data analytics or related area is desirable.

Qualifications

An advanced university degree (Master’s degree or equivalent), in criminology, political science, international relations, security studies or other relevant disciplines is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Formal qualifications or certifications from a recognised national or international customs authority, police academy, or military-training institution, supplemented by specialization in criminal justice, crime prevention, or law enforcement, in combination with four (4) additional years of qualifying work experience, may be accepted in lieu of the first level university degree.
