Overview
The Senior Programme Management Officer will head the Governing Bodies Unit and the Civil Society Unit, acting as Deputy Director for the Governance Affairs Office. The role supports matters concerning convening and following up on sessions of the United Nations Environment Assembly (UNEA) and its subsidiary bodies.
Key Responsibilities
- Coordinates and directs secretariat services for UNEA sessions and subsidiary organs, including guidance to presiding officers.
- Serves as Secretary of preparatory and in-session negotiating committees.
- Supervises preparation of procedural scripts for presiding officers.
- Supports the Bureau of the Committee of Permanent Representatives (CPR).
- Supervises timely and accurate submission and issuance of CPR documentation.
- Coordinates intersessional work of the CPR.
- Facilitates orientation sessions and training on UNEP governance.
- Assists in coordinating CPR follow-up actions.
- Coordinates communication with Member States on UNEA, CPR, and UNEP work.
- Prepares draft briefing notes and talking points.
- Supervises research and studies to evaluate and improve intergovernmental body procedures.
- Contributes to governance-related policy development.
- Represents the Division at meetings.
- Leads and directs the team, plans work, coaches, mentors, and evaluates staff.
- Assists in budget formulation and programme of work implementation.
- Acts as officer-in-charge in the Director's absence.
- Leads, sets priorities, and manages UNEP's Major Groups and Stakeholders programme.
- Coordinates policy development for strengthened engagement of Major Groups and Stakeholders.
- Undertakes surveys related to Major Groups and Stakeholders, analyzes responses, and prepares recommendations.
- Prepares substantive outputs on the contribution of Major Groups and Stakeholders.
- Oversees accreditation of Major Groups and Stakeholders to UNEA.
- Maintains relations with accredited Major Groups and Stakeholders.
- Contributes to budget, resource mobilization, and funding activities.
- Manages day-to-day operations of the Civil Society Unit.
- Provides strategic advice on Major Groups and Stakeholders matters.
- Leads team efforts to collect and analyze data.
Required Experience
- A minimum of ten (10) years of progressively responsible experience in international relations, law, diplomacy, policy, or sustainable development is required.
- Experience in the provision of secretariat support to intergovernmental processes and legislative machinery in an international organization such as the United Nations is required.
- Work experience in procedures and practices of an intergovernmental body is required.
- Experience working with Major Groups and Stakeholders in intergovernmental fora and/or working in the organization of a diverse range of stakeholder groups in complex processes is required.
- Experience working with Member States and other actors for fundraising is desirable.
- Experience in data analytics or related area is desirable.
Qualifications
- Advanced university degree (Master’s degree or equivalent) in political science, international relations, law, diplomacy, or a related field is required.
- A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- Successful completion of both degrees and non-degrees in data analytics, business analytics, or data science programs is desirable.
