Overview

The Premises Maintenance Officer is responsible for ensuring the proper maintenance of ICRC premises and equipment, and for overseeing key projects conducted by the premises team within the Aden Area of Responsibility.


Key Responsibilities
  • Draws up documents for engineering projects and monitors implementation.
  • Supervises contractors and conducts quality checks.
  • Submits requests through the premises database and follows up on approvals.
  • Maintains passive security infrastructure.
  • Provides premises support for ICRC structures.
  • Creates and updates project files in electronic databases.
  • Prepares implementation/progress reports.
  • Provides updates on security, stakeholder issues, and site progress.
  • Manages project purchasing for labour and materials.
  • Administers hand-over of ICRC-provided infrastructure.
  • Installs, maintains, and repairs plumbing systems, including water, gas, and drainage.
  • Performs preventative maintenance on plumbing systems.
  • Diagnoses, repairs, or replaces broken pipes, valves, and clogged drains.
  • Undertakes and monitors plumbing installation projects.
  • Reads and interprets blueprints and building plans.
  • Measures, cuts, threads, and bends pipes.
  • Maintains and repairs the water supply system, including filters, pumps, and heaters.
  • Maintains and repairs power systems, including short circuits, fuses, lamps, and cables.
  • Delivers basic technical support in electricity, plumbing, and carpentry.
  • Warns hierarchy of any issues with negative consequences or risks.
  • Maintains and repairs equipment independently.
  • Performs periodic preventive maintenance for building systems.
  • Helps maintain and perform minor construction works.
  • Conducts regular and periodic inspections of lighting, equipment, appliances, doors, windows, and building structures.
  • Shares premises needs and reports to supervisor.
  • Establishes inventories on request.
  • Performs loading and moving of furniture.
  • Performs minor installation works.
Required Experience
  • 3-5 years' professional experience in construction, plumbing, water & sanitation, general building maintenance or related fields.
  • Good knowledge of plumbing installation, water & sanitation systems and basic construction engineering.
  • Experience supervising 1–3 technical support staff.
  • Flexibility and ability to work under stressful situations including occasional extended working hours when required by projects or emergencies.
Qualifications

Valid plumber's license/apprentice certificate or University degree in civil, structural or hydrological/hydraulic engineering, architecture or similar.

At least intermediate command (spoken and written) of English
Languages Preferred
Basic to intermediate ability to read and update technical drawings using drawing software used in construction and/or hydraulic engineering. Ability to read, interpret and update basic technical drawings; familiarity with AutoCAD or other drawing software used in construction and/or hydraulic engineering is an asset. Familiarity with Microsoft Office; basic knowledge of project-management tools (e.g. Microsoft Project or equivalent) is an asset.
