Overview
The WASH Specialist supports the development, preparation, management, implementation, monitoring, and evaluation of the WASH programme within the country programme. The Specialist provides technical guidance and management support to facilitate the administration and achievement of WASH-related output results.
Key Responsibilities
- Draft WASH inputs for situation analysis and donor proposals.
- Prepare WASH donor proposals, ensuring alignment with UNICEF’s Strategic Plan, global WASH strategy, and country programme.
- Assist in the formulation of WASH outcome and output results, indicators, baselines, targets, and means of verification.
- Provide technical and operational support throughout all stages of programming processes.
- Strengthen national government WASH sector monitoring systems.
- Participate in monitoring and evaluation exercises, programme reviews, and annual sectoral reviews.
- Monitor and report on the use of sectoral programme resources.
- Prepare sectoral progress reports for management, donors, and partners.
- Actively monitor UNICEF-supported activities through field visits and surveys.
- Provide technical and operational support to government counterparts, NGO partners, and UN system partners.
- Plan for the use of technical experts from Centers of Excellence.
- Participate in WASH programme meetings to review progress.
- Draft policy papers, briefs, and other strategic materials.
- Support advance planning and procurement processes for climate-resilient supplies and services.
- Contribute to national and sub-national coordination platforms on climate resilience and DRR.
- Ensure UNICEF WASH staff are familiar with organizational procedures for risk-informed programming.
- Provide technical and operational support to climate adaptation, disaster preparedness, and post-disaster recovery efforts.
- Build and sustain close working partnerships with government counterparts and national stakeholders.
- Prepare materials for WASH programme advocacy.
- Participate in inter-agency discussions to integrate UNICEF’s position into UN Sustainable Development Cooperation Framework planning.
- Lead the development, implementation, monitoring, and documentation of WASH action research and innovation.
- Prepare learning/knowledge products covering innovative approaches and good practices.
- Create and deliver learning opportunities for UNICEF WASH staff.
- Contribute to the systematic assessment of WASH sector capacity gap analysis.
- Participate as a resource person in capacity building initiatives.
Required Experience
- A minimum of five years of professional experience in WASH-related programmes for middle-income countries is required.
- At least one three-month deployment mission in a humanitarian situation (with UN-Govt-INGO) is required.
Qualifications
- An advanced university degree in one of the following fields is required: public health, social sciences, behavior change communication, sanitary engineering or another relevant technical field.
- Additional relevant post-graduate courses that complement/supplement the main degree are a strong asset.
