Overview
The Climate Finance Consultant will be embedded within the Ministry of Climate Change & Environmental Coordination to enhance the government's capacity in climate finance and project development, focusing on integrating human mobility concerns into climate adaptation plans.
Key Responsibilities
- Transform innovative solutions into project proposals and concept notes.
- Analyze provincial project pipelines and include human mobility context.
- Develop a donor mapping document of climate finance streams.
- Develop at least two comprehensive concept notes for major climate finance mechanisms.
- Strengthen project development skills of government staff through hands-on approach.
- Design and deliver four in-house training sessions on climate finance and proposal writing.
- Facilitate mapping of potential climate funding sources.
- Lead a final meeting to discuss sustainability prospects and future funding opportunities.
- Respond to queries from IOM’s translation and publications units.
- Attend regular meetings with IOM staff for coordination and reporting.
Required Experience
- A minimum of 12 years in climate finance, with a strong focus on project design, development, and proposal writing for multilateral and bilateral funds.
- Proven experience working directly with government entities, particularly in developing countries.
- Deep understanding of public sector governance and policy frameworks.
- Demonstrated expertise in capacity building and delivering professional training sessions for government officials and technical experts.
- Direct, hands-on experience in preparing and submitting funding proposals to major international climate & donors funds, including but not limited to the Green Climate Fund (GCF), Adaptation Fund, and Global Environment Facility (GEF).
- A track record of successfully transforming nascent concepts into bankable project proposals.
Qualifications
- A Master's degree or higher in a relevant field such as Climate Change, climate finance, Public Finance, Environmental Economics, Development Studies, or a related discipline.
- Additional certifications in project management, climate finance, or impact assessment are highly desirable.
