Overview

Consultant to provide strategic advice to UNRWA's External Relations and Communications Department (ERCD) on the development of its Resource Mobilisation and Outreach Strategy (ReMOS) for 2026-2029.


Key Responsibilities
  • Advise ERCD leadership on strategic framing and approach for the 2026-2029 ReMOS.
  • Lead internal and external consultations to support ReMOS development.
  • Draft the 2026-2029 ReMOS, including a results-based framework and operationalization plan.
  • Develop a paper defining roles and responsibilities for resource mobilization and outreach.
  • Submit an inception work-plan with methodology and timeline.
  • Prepare a stakeholder engagement strategy.
  • Review background materials, including the 2023-2025 ReMOS evaluation.
  • Compare resource mobilization/outreach strategies of other UN entities.
  • Prepare a draft operationalization plan for the 2026-2029 ReMOS.
  • Present revised drafts for review and comments.
  • Support ERCD in presentation of the ReMOS to UNRWA’s Executive Advisory Group.
  • Finalize the ReMOS based on consolidated comments and ensure dissemination.
Required Experience
  • At least 10 years of professional solid experience at the senior level of leadership or experience in advising senior leadership of international organizations in relation to strategic planning and strategy development in external relations and partnerships, political outreach and resource mobilization, and/or strategic communications.
  • Experience in leading or advising UN entities or international organizations through major change processes.
  • Experience in advising senior leadership in UN entities or international organizations operating within complex political, operational, and financial environments on ensuring sustainable financing, developing strategic partnerships and engaging politically.
  • Experience in undertaking geopolitical and institutional analysis, knowledge of donorship and donor trends, including in philanthropy, multi-stakeholder diplomacy, aligning public, private, and philanthropic actors around shared investment and policy objectives.
  • Experience in leading or advising on reputational risk, strategic communications and trust management in high-exposure, multi-market environments.
Qualifications

• Advanced university degree from an accredited academic institution in business administration, economics and politics, international relations, international cooperation and development or any related field.

Remuneration
• The consultant will be paid at the scale of P5 international staff salary scale. • UNRWA will cover all flight and subsistence costs related to official travels.
