Overview
The Global Surge Team Roster: Supply Chain Coordinator will provide technical oversight of all Supply Chain functions for emergency response, ensuring processes follow IRC GSC standard operating procedures. The role involves contributing to field leadership and supporting existing country programs.
Key Responsibilities
- Provide technical oversight of all Supply Chain functions for emergency response.
- Ensure that processes follow IRC GSC standard operating procedures.
- Contribute to field leadership and be a voice for the supply chain team.
- Participate in BVA/ Project Cycle Meetings to articulate and resolve supply chain issues.
- Prepare and maintain emergency procurement plans and country program sourcing strategies.
- Ensure compliance to IRC and donor policies for all goods and services procurement.
- Review and utilize Procurement contracts (MPA, MSA).
- Ensure the implementation of GSC procurement and contracting SOPs.
- Ensure the accuracy of GSC data collected and timely submission of reports.
- Disseminate procurement processes and tools to EU GSC team members.
- Ensure all required procurement documents are included in waivers request files.
- Manage all waivers with details of emergency procurement circumstances.
- Ensure suppliers’ files historically document supplier performance feedback.
- Ensure market surveys are required for value for money for ad hoc procurement.
- Ensure the existence of segregations of duties in procurement functions.
- Ensure program requirements for supplies of items and services are timely met.
- Ensure Grant procurement and distribution plans are developed, reviewed, and issues resolved.
- Ensure end-to-end procurement processes are conducted through the BvA tool.
- Identify, document, and report any IRC procurement process deviations.
- Ensure the implementation of IRC inventory policies during emergency support.
- Ensure the grant inventory report is accurate, regularly produced, reviewed, and approved.
- Ensure warehousing safety and security requirements are in place.
- Ensure assets maintenance plans are in place as per IRC policies.
- Ensure vehicle safety policies are in place, disseminated, and followed.
- Develop and use effective fuel consumption management tools.
- Ensure the fleet legal status is updated.
- Ensure vehicle monthly reports are regularly issued, reviewed, and used to inform leadership.
- Ensure vehicle movement planning and tracking tools are in place.
- Ensure the driver management policy is developed and followed.
- Develop accurate staff development plans based on training needs assessment.
- Set team members' objectives following organizational unit visions and operations context.
- Ensure all SC staff are trained to standard and sign the IRC code of conduct and conflict of interest.
- Ensure all counterparts who deal with supply chain processes are trained to standard.
- Identify and set mitigation plans to handle Supply Chain risks.
- Ensure compliance to IRC and donor policies in procurement and distribution.
- Conduct assessments of supply chain policies, procedures, controls, and performance.
- Take lead in donor and IRC Internal Audit process of the SC department.
- Develop and support implementation of post-audit corrective action plans.
Required Experience
- At least 4 years of experience in managing humanitarian supply chain in multiple settings.
- Proven experience developing and managing supply chain/logistics functions in an INGO, including in emergency/conflict areas.
- Prior experience managing supply chain functions in large, sophisticated programs including NFI and drug distributions, international procurement, experience with USG, European, DFID and UN procurement regulations, and budget development and oversight.
- Experience in Medical Logistics & Pharmacy advantageous.
- Experience in previous emergency contexts an advantage.
Qualifications
• University degree, and advanced professional certification in supply chain management (or equivalent work experience).
