Overview
The Head of Programmes (HoP) is responsible for providing support to the Chief of Mission in ensuring coherence between programmes and policy development for the IOM Chad Country Office, including programme development. The HoP ensures effective and efficient implementation of IOM programmes in line with the Country Office's strategy and donor expectations.
Key Responsibilities
- Represent the Country Office by promoting IOM activities with national authorities, diplomatic corps, donors, NGOs, and other partners.
- Oversee the formulation of Country Strategies, policies, and approaches, and develop new programmes to address emerging needs.
- Contribute to ensuring efficiency in Risk Management and Compliance functions.
- Ensure continuous, effective, and efficient planning, coordination, and integration between offices.
- Enhance inter-unit collaboration and coordination to maximize efficiencies and efficacy within Country Office programming.
- Make strategic recommendations and provide advice to the Chief of Mission and Senior Management.
- Ensure compliance of all projects with IOM and donor regulations.
- Oversee field operations to ensure implementation of the humanitarian, development, and peacebuilding nexus.
- Oversee the development of strong donor contacts and relations and provide expert support in fundraising activities.
- Participate in strategic inter-sector coordination and performance management mechanisms.
- Ensure IOM participation in appropriate policy and operational UNCT inter-agency mechanisms.
- Formally deputize for the Chief of Mission on an ongoing basis.
- Represent the Country Office and attend UN Country Team, Humanitarian Country Team, and inter-agency meetings.
- Perform other duties as may be assigned.
Required Experience
- Sound understanding of and proven experience in inter-agency coordination and strategic engagement, UN structures and systems.
- Experience in both crisis contexts and development settings.
- Previous professional experience in developing and managing programmes, operations in conflict, post-conflict complex and hardship environments, including L3 operations.
- Previous professional experience in managing large numbers of operations in both L3 and non-L3 environments in Hardship Duty Stations.
- Proven leadership and succession planning experience.
- Previous professional managerial experience of managing professional categories in hardship, non-hardship, L3, conflict, post-conflict environments.
- Experience in external relations or strategic engagement, as well as liaising with governmental and diplomatic authorities and institutions.
- Extensive experience formulating and delivering internal displacement and solutions policy, strategy, and programming.
- Experience at international level on managing programmes, covering emergency, stabilization, and development areas.
- Previous experience as a Head of Office, Chief of Mission and/or Senior Programme Manager with a Government or UN agency, or a regional or international organization.
- Experience in managing IOM Offices and liaising with governmental authorities, other national/international institutions.
- Experience in training and capacity building.
- Work experience in the Region of West and Central Africa.
Qualifications
- Master’s degree in Political or Social Sciences, Law, International Relations, Business Administration, or a related field from an accredited academic institution with seven years of relevant professional experience; or,
- University degree in the above fields with nine years of relevant professional experience.
