Overview

Project Officer role focused on sector development, project and program design, portfolio management, project administration, budget preparation and monitoring, and project processing activities for loans, grants, and TA projects, as well as knowledge management.


Key Responsibilities
  • Contribute to sector diagnostics and country programming, portfolio management activities by assessing performance, consolidating data, supporting project/program design, developing and maintaining databases, preparing portfolio management reports, ensuring timely actions, and providing stop-gap support.
  • Analyze sector portfolio performance and project administration workload, providing guidance to team members and coordinating with project administration teams.
  • Contribute to the analysis and review of mission reports, aide memoires, progress reports, and project performance indexes, conducting special loan/TA review missions, and preparing country portfolio review missions and tripartite portfolio review meetings.
  • Contribute to addressing project administration red flags for corrective actions.
  • Monitor and review data accuracy and consistency for Project Performance Reports, monitoring and analyzing team projections and performance on contract awards/disbursement, PCR/TCAR programs, and making recommendations.
  • Prepare portfolio analysis reports for internal and external communication.
  • Review and ensure the quality of loan, grant, and/or TA processing and administration documents in accordance with ADB requirements, templates, and guidelines.
  • Coordinate and provide inputs and feedback to sector office initiatives in project administration, reflecting operational issues and experiences.
  • Ensure compliance with checklist on use of no objection procedure for various financing instruments.
  • Contribute to project administration tasks for assigned loans and TAs, particularly in procurement and other project administration actions, and provide guidance to EAs on ADB's procurement guidelines and policies.
  • Participate in project inception, review, mid-term review, special loan administration missions, and project completion review missions.
  • Provide guidance to project processing staff in the preparation of project reports, Report and Recommendation of the President, and linked documents.
  • Support project processing missions in designing project implementation arrangements, including procurement/disbursement procedures and project management set up, and review of financing plans.
  • Contribute to the preparation of annual portfolio management program, assessing resource implications, and monitoring achievement.
  • Contribute to the preparation of work program and budget resource requirements, and monitor budget utilization.
  • Monitor progress and issues in budget utilization for efficient and effective resource use.
  • Support regular engagement with key government counterparts, providing policy advice and monitoring policy reforms and emerging government priorities.
  • Coordinate with other sector specialists, thematic groups, and trust funds to explore innovative financing modalities and integrated solutions.
  • Facilitate coordination with development partners to promote complementarity, cofinancing, and well coordinated support.
  • Provide inputs to country programming, support sector diagnostics and pipeline discussions, and contribute to resident mission reporting, management briefs, and sector updates.
  • Perform other duties as assigned.
Required Experience
  • At least 8 years' relevant professional experience in project development, project processing or project administration.
  • Field-based experience is desirable.
  • Two years of relevant experience outside ADB within the past five years is required.
  • Years as an ADB-engaged consultant or contractor are considered experience outside of ADB.
Qualifications

• Bachelor's degree in engineering, water management, urban development or planning, economics, development studies, business administration, or other related fields, preferably with advanced training.
