Overview

Supports IOM’s strategic thematic engagement with the European Union on border management, return and reintegration, and protection. Contributes to building and maintaining strategic relationships with EU institutions to strengthen IOM’s positioning in policy discussions and programming.


Key Responsibilities
  • Lead thematic advocacy and communicate IOM’s policies and strategic positions on border management, return and reintegration, and protection to EU institutions, bodies and agencies.
  • Represent IOM and act as focal point for engagement with EU institutions, bodies and agencies, as well as relevant global stakeholders.
  • Provide strategic input to the development, revision and implementation of strategies, frameworks and agreements.
  • Monitor and analyse EU policy, legislative and funding developments related to border management, return, and protection.
  • Design and deliver capacity-building initiatives for RO and CO staff on EU engagement, advocacy, fundraising, project development, implementation, reporting and compliance.
  • Provide thematic guidance on EU policies, priorities and requirements to strengthen programme quality, compliance and reporting.
  • Act as compliance reviewer for EU-funded project proposals and reports and provide technical advice during project design and implementation.
  • Monitor EU funding instruments and calls relevant to border management, return and protection, and support donor engagement and negotiations.
  • Provide technical backstopping to ROs and COs during implementation, monitoring, evaluation, audits and verifications of EU-funded projects.
  • Contribute to institutional knowledge-sharing platforms and disseminate best practices, innovations and lessons learned.
Required Experience
  • Seven years of relevant professional experience with a Master's degree; or nine years of relevant professional experience with a University degree.
  • Proven experience liaising with EU Institutions, bodies, agencies and/or delegations, as well as governmental, diplomatic, civil society and international partners.
  • Experience in complex programme development and management, including EU-funded projects and budget oversight on border management, return and reintegration.
  • Experience in capacity development and technical guidance across relevant thematic areas.
  • Experience working in diverse operational contexts including experience in non-OECD countries.
  • Experience working in an international organization, the United Nations system, or an EU institution.
  • Track record in leading or contributing to donor liaison, policy advocacy and resource mobilization, particularly in the EU context.
  • Demonstrated expertise in border management, return and reintegration, and protection programming and policy engagement.
  • Sound understanding of EU migration, asylum, border and return frameworks, including protection and fundamental rights standards.
  • Demonstrated ability to lead, coordinate and manage diverse teams and stakeholders.
  • Ability to translate complex policy developments into operational and strategic guidance.
  • Proven commitment to knowledge management, learning and innovation.
Qualifications

• Master’s degree in International Human Rights Law, Political Science, Social Science or a related field from an accredited academic institution; or University degree in the above fields.

• Fluency in English is required (oral and written).
Languages Preferred
• Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.
