Overview
Leads the IRC's response efforts in BML-South, providing operational oversight and management guidance to ensure efficiency, coverage, and quality programming. Represents IRC with partners and handles complex issues diplomatically.
Key Responsibilities
- Lead day-to-day field-level coordination across programs and operations.
- Support area-based planning and implementation.
- Contribute to access strategy development, response planning, and proposal development.
- Support partner engagement.
- Ensure timely escalation of implementation, staffing, operational, and coordination issues.
- Work closely with the Humanitarian Access and Safety/Security team.
- Support security analysis, risk identification, and contextual monitoring.
- Ensure staff are briefed on safety and security procedures.
- Promptly report incidents and support critical incident management.
- Contribute to contingency planning.
- Support sound budget monitoring and operational spending follow-up.
- Contribute to cash planning, budget reviews, and reforecasts.
- Ensure field teams understand and comply with financial procedures.
- Flag budget, spending, or compliance concerns.
- Coordinate with supply chain and operations colleagues.
- Ensure operational follow-up on key support needs.
- Contribute to regular internal reporting.
- Support compliance with IRC procedures.
- Ensure spot-checks are done systematically for assets, inventory, and equipment.
- Ensure all Facilities trackers are updated and rental contracts are renewed.
- Support implementation of grants by ensuring field realities are reflected.
- Monitor progress and raise issues affecting delivery, timelines, or quality.
- Supervise and support assigned field-based staff.
- Provide clear priorities, regular feedback, and guidance to team members.
- Support staff development through coaching, mentoring, and performance management.
- Promote staff well-being, teamwork, and adherence to people management policies.
- Represent IRC in relevant field-level coordination forums and with local stakeholders.
- Maintain constructive working relationships with community representatives, local authorities, partners, and other responders.
- Share relevant updates and coordination outcomes with internal teams.
Required Experience
- Five years’ experience working with a humanitarian/ development organization.
- Significant experience working at field level in complex environments.
- Previous substantial experience in at least two of the following fields: Operations Management, Human Resources, Finance, Supply Chain, Logistics, Procurement, Administration, Security.
- Demonstrated experience with humanitarian negotiation.
- Familiar with budgeting, spending plans and financial reports.
- Strong skills in people management, moderation, conflict resolution and capacity-building.
- Previous experience of managing a large team (minimum 20 staff).
- Substantial understanding or proven experience of security management in complex and insecure environments.
- Interest in humanitarian and displacement issues.
- Experience in logistics, procurement, or related field.
- Familiarity with procurement and rental markets in the project locations strongly desired.
- INGO experience preferred.
- Previous experience in field management and coordination will be a considerable asset.
Qualifications
• University degree in related academic discipline.
