Overview
The Coordinator, SDG Acceleration Fund Secretariat facilitates the management of the Fund, advising the Steering Committee and Operational Committee on strategic priorities and program/financial allocations, and overseeing the formulation, development, and monitoring of programmes/projects.
Key Responsibilities
- Advise the Steering Committee and Operational Committee on strategic priorities and program/financial allocations.
- Follow up the formulation and development of programmes/projects, providing feedback to proponent organizations.
- Organize or facilitate calls for proposals and appraisal processes.
- Monitor the balance of funding between Windows and report to the Steering Committee.
- Consolidate monitoring and evaluating information from approved programmes/projects.
- Carry out the Fund’s knowledge analysis and management.
- Support resource mobilization activities.
- Fulfill the secretariat function to the Steering Committee.
- Ensure effective coordination of the Fund’s Secretariat.
- Liaise and ensure close coordination with the UN MPTF Office in New York.
- Design, launch and process Calls for Proposals.
- Ensure quality control of Fund’s funded projects.
- Prepare consolidated updates and coordinate the production of annual reports.
- Commission studies/reviews based on the Steering Committee’s decisions.
- Guide and oversee the Fund’s support to improve and develop the M&E capacity of participating organizations.
- Coordinate with the MPTF Office the timely preparation of financial reports.
- Support ongoing fundraising efforts for the Fund and identify new resource mobilization opportunities.
- Develop and implement a resource mobilization strategy.
- Explore and propose innovative financing approaches.
- Provide technical and coordination support to the Resident Coordinator (RC) and the United Nations Country Team (UNCT).
- Identify relevant data, benchmarks, and performance indicators to monitor progress.
- Develop, maintain and strengthen partnerships with Government entities, CSOs, NGOs, and private organizations.
- Support donor coordination from the RCO.
- Raise visibility of the Fund by improving communications.
- Coordinate preparation of strategic initiatives with other UN and NGO partners.
- Ensure that lessons learned and good practice from the Fund funded projects are systematically recorded.
- Identification and synthesis of best practices and lessons learnt.
- Contribute to strategic and policy discussions Fund’s stakeholders.
- Ensure day-to-day management of the Fund Secretariat, including M&E, administrative and financial oversight.
- Ensure performance planning, monitoring and coaching of staff concerned.
- Manage the programme budget and facilitate budget approvals and revision processes.
- Ensure appropriate M&E and Administrative frameworks.
- Ensure appropriate recording and accounting documentation.
- Approve requisitions and follow up on purchase orders and payment requests.
- Prepare work plans, produce timely reports – financial and progress reports.
- Ensure that UNDP rules and regulations concerning finance, procurement and human resources are adhered to.
Required Experience
- Minimum of 5 years (with master’s degree) or 7 years (with bachelor’s degree) of relevant experience at the national or international level in managing staff and/or programmes and establishing inter-agency relationships among international organizations and national governments.
- Experience in designing communication strategies and products.
- Experience of full cycle of programme/project management (planning, implementing, monitoring and reporting in a results-based manner).
- Experience working in Africa, and in Malawi in particular (desired).
- Experience with resource mobilization and donor coordination (desired).
- Experience in the implementation and management of pooled funds (in coordination and/or programmatic roles) (desired).
- Graphic design skills (desired).
- Experience with strategic communication of development project results (desired).
- Experience in the usage of computers, office software packages, and handling of web-based management systems (desired).
Qualifications
- Advanced university degree (master’s degree or equivalent) in Economics, Political Science, Social Sciences or related field.
- A first-level university degree (bachelor’s degree) in the above fields in combination with an additional 2 years of qualifying experience will be given due consideration in lieu of the advanced university degree.
