Overview

Oversee and coordinate core administrative processes within the Regional Office for Southeast Asia and the Pacific (ROSEAP), ensuring compliance with UN and UNODC rules and policies.


Key Responsibilities
  • Oversee and coordinate core administrative processes including procurement, finance, human resources, travel, ICT services and general administration.
  • Manage and assign work to staff in administrative process areas.
  • Ensure compliance with UN and UNODC rules, regulations and policies.
  • Review and update business processes and management instructions.
  • Monitor operations and advise on adjustments for effectiveness and efficiencies.
  • Advise programme managers and administrative staff on rules, regulations and policies.
  • Serve as contact point for coordination with UNODC HQ and other administrative service providers.
  • Represent UNODC in the Operations Management Team for Thailand and other countries covered by ROSEAP.
  • Advise management on resource needs and administrative team adjustments.
  • Manage planning and allocation of Delegation of Authority and administrative roles in Umoja.
  • Support organizational efforts to monitor and plan administrative processes.
  • Lead efforts to develop automated processes and solutions for efficiencies.
  • Seek feedback from clients and act as contact point for substantive managers.
  • Advise management on all administrative and operational matters.
  • Collect and analyze data to identify trends and provide insights.
  • Ensure documentation of requirements and background information for data analysis.
  • Perform other work-related work as required.
Required Experience
  • A minimum of five (5) years of progressively responsible work experience in administration, finance, accounting, human resources management or related field is required.
  • Work experience managing and supervising administrative or operational teams is required.
  • Work experience in using an enterprise resource planning (ERP) system (such as SAP/Umoja) is required.
  • Work experience within the United Nations system or similar international organizations is desirable.
  • Work experience with IPSAS and/or public sector procurement is desirable.
  • Demonstrated experience in reviewing, optimizing, and implementing administrative business processes to improve efficiency and operational effectiveness is desirable.
  • Work experience in coordinating with headquarters entities, regional offices, and external administrative service providers within a multilateral or international framework is desirable.
  • Experience in developing or implementing automation tools, digital workflows, or process efficiency solutions is desirable.
Qualifications

Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
