Overview
Provide legal expertise and advisory support for the digital transformation of social protection, focusing on the eSocial platform, data warehouse, AI sandbox, and EU AI Act compliance.
Key Responsibilities
- Review and assess legislative framework for social protection, employment, and disability determination.
- Draft or review primary and secondary legislation, government decisions, and normative acts for eSocial.
- Provide legal analysis on data exchange arrangements between eSocial and government platforms.
- Support drafting of inter-agency agreements and operational protocols for eSocial.
- Advise on legal requirements for digitalization of social protection services.
- Ensure coherence of draft legal documents with Moldovan legislation and EU acquis.
- Analyze legal requirements for a centralized social protection data warehouse.
- Prepare legal opinion or framework document for lawful data collection, storage, processing, and retention.
- Draft or review data governance instruments for the data warehouse.
- Support alignment of data warehouse legal architecture with e-governance legislation.
- Draft or support drafting of institutional data governance policy for the Ministry.
- Advise on legal safeguards for sensitive personal data processing.
- Provide legal analysis on the establishment and operation of a regulatory AI sandbox.
- Review international and EU regulatory sandbox models.
- Draft or support drafting of the legal and institutional framework governing the AI sandbox.
- Advise on legal implications of specific AI use cases.
- Prepare legal brief on applicable regulatory framework for AI sandbox use cases.
- Support design of sandbox governance and exit mechanisms.
- Conduct legal gap analysis between Moldova’s framework and EU AI Act.
- Prepare legislative approximation roadmap for EU AI Act compliance.
- Advise on classification of AI systems against EU AI Act risk categories.
- Support identification and drafting of institutional responsibilities for high-risk AI systems.
- Contribute legal inputs to Moldova’s EU accession reporting and reform agenda.
- Provide ad hoc legal advice on digital transformation, data governance, and AI deployment.
Required Experience
- Minimum 2 years (with Master’s degree) or 4 years (with Bachelor’s degree) of progressively responsible relevant experience at the national or international level in legal drafting, regulatory reform, legal approximation to EU acquis, or related policy and institutional advisory roles.
- Proven experience in legal and/or regulatory drafting, including primary legislation, secondary normative acts, and supporting explanatory documentation.
- Experience in EU legal approximation, including compliance matrices, transposition notes, or approximation roadmaps.
Qualifications
- Advanced university degree (Master’s degree or equivalent) in Law, Public Policy, European Studies, Human Rights, or another relevant field.
- OR a first-level university degree (Bachelor’s degree) in one of the above fields.
