Overview
The Deputy Representative Operations serves as a strategic business partner and principal adviser on the overall management and operation of the country office, contributing to programme and management decisions for delivering results for children.
Key Responsibilities
- Ensuring effective coordination and management of operations support functions including budget, financial management, HACT, facilities, administration, supply chain, ICT, digital impact, and safety and security.
- Providing leadership in Country Programme Development and Annual Management Plans, including affordability analysis.
- Acting as a member of Country and Senior Management Teams, providing feedback on operations risks and achievements.
- Advising the UNICEF Representative on country office engagement in UNCT Business Operation Strategy, CBO, and Common Premises workstreams.
- Providing quality advice and innovative operational solutions to Programme, Field offices, and PSFR operations, managing risks and ensuring business continuity.
Required Experience
- A minimum of 10 years of professional experience at the national and international level in advocating and implementing strategic organizational initiatives in operations management areas.
- Prior experience in the development sector or UN system/international NGOs is an asset.
- Prior experience working with or in the private sector, and supporting private sector fundraising, is highly desirable.
- Prior experience in leading/strengthening value for money initiatives is highly desirable.
- Additional experience in audit, safety and security, budget and grant management, or enterprise risk management is desired.
- Experience in a UN system agency, large private or public company, or working in a developing country and/or humanitarian/emergency context is an asset.
- Experience with corporate ERPs and IPSAS is highly desirable.
- Experience in Results Based Management is a requirement.
- Experience managing successful client-oriented work units is an asset.
- Experience in co-creating policy is desirable.
- Prior experience working with diverse stakeholder groups or multi-stakeholder partnerships is highly desirable.
- Previous hands-on experience in strategic and managerial leadership is required.
- Familiarity with Microsoft Office applications is required.
Qualifications
An Advanced University Degree (Master’s and above) in Business management; Financial management; Accounting; Public Finance; and related operations function (Supply Chain, Human Resources, Information Technology, International Business, Project management, etc.) or a full professional accounting designation (CA, ACA, ACCA, CPA, CIMA, CPFA, Expert Compatible) from an internationally recognized institute/body of accountancy with valid membership in good standing is required.
