Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The assignment involves conducting a Mid-Term Internal Evaluation (MTIE) of the HoReCa Kosovo project, which aims to enhance inclusive employment opportunities in the hospitality and tourism sector, particularly for youth and vulnerable groups. The evaluator will assess project performance against standard criteria, including relevance, design validity, efficiency, effectiveness, impact, and sustainability, while examining progress toward improving vocational training systems, employability services, and support for SMEs. The work includes data collection, stakeholder consultations, and analysis of implementation progress, strengths, and challenges. Key deliverables are: (i) a draft evaluation report presenting preliminary findings and conclusions; (ii) a debriefing session to validate findings with stakeholders; (iii) a final evaluation report incorporating feedback and outlining recommendations, lessons learned, and good practices; and (iv) a concise evaluation summary highlighting key results. The evaluation will inform decision-making and guide the remaining implementation period.
