ILO Procurement Notice: Call for External Collaborator – Final Evaluation of EU–India Migration Dialogue Project (ILO CO-India)
The assignment consists of conducting an independent final evaluation of the ILO component of a joint ILO–ICMPD project on migration governance between India and the European Union under the EU–India Common Agenda on Migration and Mobility (CAMM). The evaluation will assess the performance of ILO-led activities and ILO’s contribution to joint outputs under two outcomes: strengthening legal migration pathways and reinforcing institutional capacity to address irregular migration. It will analyse relevance, effectiveness, efficiency, sustainability, and early impact of the ILO component, as well as ILO’s added value within the joint implementation framework. The work includes a desk review of ILO project documentation, development of an inception report and methodology, stakeholder consultations, data collection and analysis, and contribution to the preparation of a joint evaluation report. The evaluation will also assess the effectiveness of ILO’s normative and technical contribution, including its role in promoting rights-based migration governance, social dialogue, and inclusion within the EU–India migration cooperation framework. The consultant will work in coordination with a second evaluator assessing the ICMPD component and will contribute to a single, consolidated evaluation report, while maintaining independent responsibility for the assessment of the ILO component.
