Overview
The UNV Monitoring and Evaluation Specialist will support UNICEF Bhutan in enhancing programme effectiveness through planning, monitoring, and evaluation. The role focuses on supporting annual planning, performance monitoring, field monitoring, reporting, emergency preparedness, and evaluation processes.
Key Responsibilities
- Support the implementation of research, studies, and evaluations under the IMEP.
- Review Terms of Reference (ToRs) and data collection methodologies for surveys/studies.
- Liaise with the National Statistics Bureau and other partners for data collection plans.
- Support coordination of emergency preparedness and implementation of the Emergency Preparedness Plan.
- Support preparation of Situation Reports (SitReps).
- Coordinate with relevant sections, Regional Office, and government partners on disaster risk reduction (DRR) and emergency preparedness.
- Participate in DRR and emergency preparedness workshops and meetings.
- Support the selection and refinement of programme performance indicators.
- Support year-end reviews and reporting, including RAM.
- Review field monitoring reports and contribute to analytical summaries.
- Monitor and track follow-up actions from performance reviews, management decisions, and evaluation recommendations.
- Support the design of online monitoring systems and integration of Country Office (CO) dashboards.
- Support the development of evaluation Terms of Reference (ToRs) and evaluation designs.
- Provide technical support to ensure evaluations meet UNICEF quality standards.
- Provide technical feedback on draft evaluation reports.
- Support dissemination of evaluation findings.
- Ensure electronic copies of all evaluations are properly submitted, archived, and accessible.
- Perform any other related tasks as required or assigned by the supervisor.
Required Experience
- At least 3 years of experience in data analysis, monitoring, evaluation, and research/surveys or any related relevant fields.
- Strong ICT background with good analytical skills and expertise in data analysis using statistical software like SPSS, SAS, STRATA.
Qualifications
• Bachelor's degree in any discipline.
