Overview

The Digital Inclusion Officer will support the implementation of connectivity initiatives for children in Tajikistan and contribute to regional efforts by providing technical and operational assistance to neighboring countries.


Key Responsibilities
  • Build and maintain trusted relationships with government and non-government in-country stakeholders.
  • Serve as the primary point of contact for in-country users and counterparts.
  • Coordinate work planning activities in collaboration with government counterparts, UNICEF Country Office, DI HQ, and partners.
  • Support the identification and development of strategic partnership opportunities.
  • Draft and deliver clear, targeted communication materials for project stakeholders.
  • Lead knowledge and risk management.
  • Support the development of targeted external materials to promote visibility of project milestones and success stories.
  • Support engagement with development partners and financing institutions.
  • Maintain regular coordination with UNICEF Country Office leadership and DI HQ.
  • Provide rapid project-management scoping for new connectivity-related requests.
  • Gather local intelligence on relevant stakeholders and conditions.
  • Surface unmet needs and emerging use cases relevant to connectivity for children.
  • Identify strategic partnership opportunities.
  • Pitch and promote DI’s sustainable business models.
  • Contribute to the identification and early design of potential externally supported programmes or financing opportunities.
  • Track evolving government priorities, policy developments, and investment opportunities.
  • Co-design delivery strategies for UNICEF’s connectivity products and services.
  • Lead end-to-end project management for all in country activities.
  • Manage and respond to all country-level requests and queries.
  • Ensure timely progress against deployment milestones and KPIs.
  • Proactively communicate with the relevant DI HQ teams on the roll-outs progress.
  • Plan and implement monitoring and evaluation activities.
  • Support procurement-related work.
  • Gather country inputs for procurement documentation.
  • Support the operational coordination and oversight of externally supported connectivity initiatives.
  • Track implementation progress against agreed deliverables, milestones, and performance indicators.
  • Facilitate coordination between government counterparts, UNICEF teams, and development partners.
  • Maintain documentation of project implementation progress, key decisions, and operational risks.
  • Provide targeted training and ongoing support for in-country government and UNICEF staff.
  • Lead user acquisition and retention efforts in-country.
  • Oversee quality assurance and user monitoring.
  • Document lessons learned and contribute to the continuous improvement of DI’s delivery playbook, templates and support materials.
  • Provide leads for impact stories and support in the development of relevant communication materials.
  • Monitor adoption and early implementation outcomes of finance and procurement models.
  • Support the documentation of implementation results, operational insights, and lessons learned.
  • Contribute to the preparation of impact summaries, case studies, and implementation updates.
Required Experience
  • Minimum of 3 - 5 years of progressively responsible project management experience, including technology implementation and stakeholder coordination.
  • Experience supporting the deployment and operationalization of digital platforms, data solutions or tools for public sector use, including capacity building and user adoption activities, is highly desirable.
  • Technical fluency in data and software is desirable.
  • Strong understanding of the cultural and political landscape of the country and a track record of effective collaboration with government ministries and local partners.
  • Knowledge of the national internet connectivity landscape, including key stakeholders, infrastructure challenges, and opportunities for expanding digital access, is a plus.
  • Prior experience working with the government or international development organizations is an asset.
Qualifications

• Bachelor's degree in information technology, business administration, public administration, international development or a related field is required.
