Overview

The Lead Civil Engineer will support health facility audits and detailed engineering design processes, focusing on architectural quality, functionality, and compliance with standards. The role involves providing technical expertise to ensure high standards of consistency and quality in project outputs.


Key Responsibilities
  • Support the preparation and review of architectural inputs to project implementation plans.
  • Review and validate architectural components of BoQs and cost estimates.
  • Provide technical input during health facility audits, feasibility assessments, and design development.
  • Assist in the preparation and review of tender documents.
  • Participate in bid evaluations by reviewing architectural proposals.
  • Ensure architectural designs and outputs comply with national standards, contractual requirements, and UNOPS quality expectations.
  • Monitor architectural aspects of project progress.
  • Contribute to the preparation of progress reports.
  • Prepare and maintain documentation related to architectural reviews.
  • Support verification of consultant deliverables and contractor outputs.
  • Identify architectural risks and issues and recommend corrective actions.
  • Assist in tracking implementation of agreed design revisions.
  • Coordinate with Consultants and peer reviewers.
  • Liaise with procurement teams.
  • Support technical coordination with NDOH, PHAs, and other stakeholders.
  • Participate in technical meetings, design review sessions, and site discussions.
  • Support engagement with contractors and local stakeholders.
  • Support the organization, facilitation and delivery of training and learning sessions on civil engineering project topics.
  • Participate in knowledge-sharing initiatives and Communities of Practice (CoPs).
Required Experience
  • Bachelor’s degree (or equivalent) in Architecture or related fields with 7 years of relevant experience OR Master’s degree (or equivalent) in any of the above or related fields with 5 years of relevant experience is required.
  • Registration with a recognized professional body (or eligibility for registration) is required.
  • Relevant experience is work in Architecture, Building Design including design review and tender document revision.
  • Demonstrated knowledge of building design standards, codes, and construction practices.
  • Experience of working in multicultural environments or UN system organizations in a developing country is desired.
  • Experience in development or humanitarian contexts is desired.
  • Experience in Health Facilities design and related tender document preparation.
Qualifications
  • Bachelor’s degree (or equivalent) in Architecture or related fields OR Master’s degree (or equivalent) in any of the above or related fields.
  • Registration with a recognized professional body (or eligibility for registration) is required.
  • A recognized professional certification or membership in a civil engineering association, at the national or international level, is desirable.
