Overview

Provide programme and project management assistance at all phases of the programme/project cycle. Assist Managers in the elaboration of resource requirements for budget submissions.


Key Responsibilities
  • Create the next phase of the UN-REDD approved project document in the integrated planning management reporting system.
  • Research, compile, analyze, summarize, and present basic information/data on wide range of programs/projects.
  • Work with funding agencies in arranging financing modalities.
  • Prepare budget and forecast based on submissions; prepare monitoring checklists, identifying stages of programme/project development, funding source and inputs.
  • Monitor budgetary commitments of the UN-REDD Programme.
  • Provides expert assistance in the preparation and development of the unit’s work programme and budget.
  • Reviews, analyzes, and assists in the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements.
  • Monitors budget implementation/expenditures and recommends reallocation of funds as necessary.
  • Assists in finalization of budget performance reports analyzing variances between approved budgets and the actual expenditures.
  • Reviews requisitions for goods and services to ensure (a) correct objects or expenditure have been charged, and (b) availability of funds.
  • Assists in monitoring budget/work programme with respect to various budgets, trust funds, grants, and other funds on a regular basis, and suggests reallocations of resources and implements the reallocations as necessary.
  • Arrange for formal closures of projects, final budget revision, and transfer of equipment, clearance, publication, and distribution of final report.
  • Review UN-REDD legal instruments (including extensions) and facilitate their creation in the Grantor Management Module.
  • Serve as focal point for UN-REDD audit queries.
  • Serves as focal point for coordination, monitoring and expedition of implementation activities and participates in programme/project evaluation; monitor implementation at all stages to ensure work is proceeding according to established plans, including analyzing implementation difficulties and initiating remedial action; liaises with diverse organizational units to initiate requests; prepares standard terms of reference against programme/project objectives, obtains necessary clearances, processes and follows-up on administrative actions and resolves issues related to project implementation, e.g. recruitment and appointment of personnel, travel arrangements, organization of and participation in training/study tours.
  • May undertake mission in support of above activities, e.g. specific administrative, operational/control tasks for programme/project activities.
  • Establishes internal databases; sets up, files, stores and manages data and information relevant to the scope of programme/project activities.
  • Supervises office support staff, including distribution and review of work assignments, training, and inputs to performance evaluation.
  • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
  • Assists with visualizations and updating information material such as web pages or brochures.
  • Performs other duties as required.
Required Experience
  • A minimum of ten (10) years of experience in programme or project administration, administrative services, finance, accounting, audit, human resources, including technical cooperation across international and interagency contexts is required.
  • The minimum years of experience is reduced to eight (8) years for candidates who process a first level University degree.
  • Experience in programme or project administration, including budgeting, financial reporting, coordination and consolidation of expenditure reports across multiple implementing partners is required.
  • Experience working with Reducing Emissions from Deforestation and Forest Degradation (REDD+) initiatives, including engagement with country-level processes is required.
  • Experience with Multi-Partner Trust Fund (MPTF) operations across multi-country, multi-donor environments is required.
  • Experience working in the United Nations Common System or similar international organization is desirable.
  • Experience working with an Enterprise Resources Planning system, such as Umoja or similar, is desirable.
  • One year or more of experience in data analytics or a related area is desirable.

  • High school diploma or equivalent.
  • Relevant training in administration, human resources management or related area is required.
