Overview
The Collective Action Specialist will design, operationalize, and strengthen collective action processes within agricultural value chains and food systems. The role aims to identify common constraints, facilitate dialogue among diverse stakeholders, and enable the co-creation of coordinated, evidence-based interventions.
Key Responsibilities
- Support the design, monitoring and implementation of FAO Lebanon’s Collective Action vision and action plan.
- Facilitate multi stakeholder platforms for collaborative problem solving.
- Conduct stakeholder mapping and analysis.
- Guide participatory diagnosis processes using systems thinking.
- Facilitate co creation of collective action plans.
- Support the establishment and operationalization of governance and coordination mechanisms.
- Engage and strengthen cooperatives, farmer groups, and producer organizations.
- Ensure meaningful inclusion of women, youth, and marginalized groups.
- Develop facilitation tools, templates, and guidelines.
- Monitor progress of collective action initiatives and document lessons learned.
- Strengthen capacities of partners in facilitation, negotiation, dialogue, and collaborative decision making.
- Prepare technical notes, meeting summaries, and knowledge products.
- Serve as a focal point for coherence and coordination between collective action activities.
- Support coordinated project implementation by ensuring collective action processes feed into work planning.
- Contribute technical inputs to programme/project development, implementation, and evaluation.
- Lead in the technical implementation of activities in the programme portfolio.
- Participate in multidisciplinary teams to assist governments and stakeholders.
- Provide advice to develop policies and strategies.
- Lead in capacity development activities.
- Ensure technical quality assurance and quality control of technical outputs.
- Ensure smooth project implementation through coordination of stakeholder meetings.
- Prepare detailed work plans for the project.
- Assist in the preparation of technical specifications and procurement processes.
- Consult and communicate regularly with key project stakeholders.
- Represent FAO in interagency clusters and technical working groups.
- Draft Terms of Reference (ToR) for consultants and follow up on their recruitments.
- Coordinate the work of affiliate personnel.
- Contribute to the preparation of LoAs’ for Service Providers (SPs).
- Implement a robust M&E system and ensure knowledge management.
- Provide technical input to various written outputs.
- Provide advice and technical expertise to knowledge management activities.
- Document best practices, success stories and lessons learned.
- Assist in preparation of periodic progress and ad hoc reports.
- Contribute to preparation of reports (monthly, interim narrative and terminal donors’ reports).
- Perform other related duties and activities as required.
Required Experience
- Minimum of 6 years of relevant experience in multi stakeholder facilitation, collective action processes, value chain development, rural institutions, or participatory governance within agriculture or food systems.
- Proven experience in working with cooperatives, farmer groups, producer organizations, or community-based structures.
- Experience leading or supporting project implementation within development or humanitarian contexts, ideally in agriculture, food security, or rural development.
- Experience with a UN Agency or International NGO is desirable.
- Familiarity with international development practices and donor procedures is an asset.
Qualifications
• University degree in agriculture, rural development, development studies, or a related field.
