Overview
This assignment seeks an online volunteer to analyze existing civil service capacity gaps in Ethiopia and propose context-appropriate, actionable solutions. The purpose is to identify key capacity gaps, analyze underlying causes, and propose practical solutions for strengthening capacity.
Key Responsibilities
- Perform capacity gap analysis through desk review of national policies, public sector reform programs, training frameworks, and relevant studies.
- Analyze international best practices relevant to Ethiopia’s context.
- Identify and categorize priority capacity gaps (Leadership and management, Policy design and implementation, Monitoring, evaluation, and reporting, Digital skills and e governance, Public financial management and accountability).
- Analyze root causes and constraints affecting civil servant performance.
- Develop feasible solutions and recommendations for strengthening capacity.
Required Experience
- Background in public administration, development studies, governance, human resources, or related fields
- Strong research, analytical, and writing skills
- Familiarity with Ethiopian capacity development and public sector reform
- Understanding of institutional capacity assessments
- Experience working with government institutions or development partners is desirable
