This assignment seeks an online volunteer to analyze existing civil service capacity gaps in Ethiopia and propose context-appropriate, actionable solutions. The purpose is to identify key capacity gaps, analyze underlying causes, and propose practical solutions for strengthening capacity.


Key Responsibilities
  • Perform capacity gap analysis through desk review of national policies, public sector reform programs, training frameworks, and relevant studies.
  • Analyze international best practices relevant to Ethiopia’s context.
  • Identify and categorize priority capacity gaps (Leadership and management, Policy design and implementation, Monitoring, evaluation, and reporting, Digital skills and e governance, Public financial management and accountability).
  • Analyze root causes and constraints affecting civil servant performance.
  • Develop feasible solutions and recommendations for strengthening capacity.
Required Experience
  • Background in public administration, development studies, governance, human resources, or related fields
  • Strong research, analytical, and writing skills
  • Familiarity with Ethiopian capacity development and public sector reform
  • Understanding of institutional capacity assessments
  • Experience working with government institutions or development partners is desirable
