Overview
The Humanitarian Access and Security Officer supports safe, effective, and efficient access for people in need of humanitarian assistance. The role involves monitoring the security situation, enforcing security regulations, and providing advice to staff and management.
Key Responsibilities
- Update policies, procedures, guidelines, and planning for staff safety, operational security, and program continuity.
- Assist in dealing with security incidents from notification to documentation and proposing mitigation measures.
- Develop, consolidate, and implement operating procedures and contingency plans.
- Evaluate, review, and update hibernation and evacuation plans.
- Conduct risk assessments of contracted and prospective offices and residences.
- Undertake continual assessments of equipment to ensure minimal security conditions are met.
- Identify, establish, and manage context-appropriate approaches to ensure facility security.
- Ensure all incidents and accidents are followed up with official written reports.
- Compile incidents, reports, and security information for monthly security reports.
- Submit daily contextual updates.
- Coordinate regularly on safety and security and fulfill reporting requirements.
- Monitor news and share timely security-related information and advisories.
- Provide and support training on Standard Operational Procedures, Contingency Plans, Security Management, Incident Reporting, Prevention and Response Mechanisms, and Communications.
- Conduct orientation and security briefings for new staff.
- Analyze security information and assess impact on the area of operation.
- Schedule regular meetings with state and non-state actors to enable and maintain access.
- Inform program and operations staff of requirements for humanitarian access during planning.
- Ensure timely completion of processes and procedures to facilitate access.
- Manage and maintain records of permits, clearances, and exemptions.
- Provide direct support to staff and management to resolve access issues through coordination, liaison, and negotiation.
- Track and report on the humanitarian access environment and recommend solutions.
- Contribute to information exchange internally and externally.
Required Experience
- 3-5 years of Experience working with NGOs, other international agencies or multinational business
- Experience negotiating access for humanitarian or other agencies
