Overview
Responsible for the preparation, administration, and monitoring of programme budgets and financial plans for the United Nations, ensuring compliance with established methodologies and policies.
Key Responsibilities
- Reviews, analyses and finalizes the preparation of the programme plan and its revisions.
- Provides substantive support to intergovernmental and expert bodies in their review of the programme plan and budgets.
- Supports Departments and internal clients in translating legislative mandates into programme budgets.
- Supports the preparation of budget guidance and reviews cost estimates and budget proposals.
- Issues allotments, monitors budget implementation, and forecasts expenditures.
- Reviews and makes recommendations on budget performance reports.
- Provides advice and training on budgetary and financial policies and procedures.
- Researches and analyses budgetary policies and procedures and recommends changes.
- Supports the review of budgetary practices and processes for streamlining.
- Explores opportunities for enhancement of information systems related to budgeting.
Required Experience
- A minimum of five years of progressively responsible experience in finance, budget, business, public administration, statistics, information systems or related area is required.
- Two years of experience using data to inform decisions and strategies, including summarizing and presenting insights from large data sets in a clear, accessible, and visually effective manner, is required.
- Experience with financial systems or with finance modules of enterprise resource planning (ERP) systems such as Oracle, SAP or PeopleSoft or similar software is required.
- Two years or more of experience in with self-service analytics and data visualization applications or business intelligence tools is required.
- Experience in the design, development and enhancement of a financial or budgetary model or information systems is desirable.
- Experience in providing direct support on budgetary issues to intergovernmental bodies is desirable.
- Experience in results-based budgeting in a large international organization is desirable.
Qualifications
- An advanced university degree (Master’s degree or equivalent) in business administration, public administration, finance, economics, statistics, data science, information technology, political science or related field is required.
- A first-level university degree (Bachelor's degree or equivalent) combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
