Overview

Provides support to the management of project budgets and financial management within the assigned cluster, focusing on achieving project results and ensuring effective information exchange.


Key Responsibilities
  • Provides effective support to the Project Manager in drafting project documents, work plans, budgets, and proposals.
  • Supports the management, accounting, and administration of budgets for the CO programme and specific projects.
  • Creates projects in Quantum, manages budget revisions, and ensures timely submission to the Finance Resource Management Unit.
  • Provides financial administrative support to update the project management module in UNDP’s enterprise resource planning system.
  • Updates the database of active development partners, donors, and private sector actors.
  • Provides finance-related guidance to executing agencies.
  • Presents information for audit of NIM projects and supports the implementation of audit recommendations.
  • Creates requisitions in Quantum for development projects and registers goods receipts.
  • Supports the portfolio in creating vouchers, issuing requisitions, budget checking, and receipting in Quantum.
  • Monitors Accounts Receivables for UNDP projects and follows up with partners on contributions.
  • Provides administrative support for project presentations and finalization of donor contribution agreements.
  • Provides financial management support for project assurance monitoring and identifies operational and financial problems.
  • Monitors Financial Reports and supporting documents from implementing partners.
  • Structures documentation of information and communication with donors related to financial matters.
  • Manages and administers budgets, monitors mobilized resources, and conducts financial monitoring/spot checks.
  • Reviews contribution agreements and accurately records contributions.
  • Prepares financial reports for donors.
  • Provides advice on the budgetary and financial situation of development projects.
  • Organizes trainings for operations/projects staff.
  • Synthesizes and documents lessons learned and best practices.
  • Contributes to knowledge networks and communities of practice.
Required Experience
  • Minimum 7 years (with High School degree) or 4 years (with Bachelor Degree) in the field of development for project management support.
  • Relevant experience in administrative/ financial/ procurement/ asset management and project activities.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc).
  • Advanced knowledge of spreadsheet and database packages.
  • Experience in handling of web based management systems.
  • Experience in liaising and coordinating with government counterparts would be highly desirable.
  • Experience working with UNDP or other UN agencies and/or international organizations and/or major donor agencies will be an advantage.
  • Experience in collecting, analyzing, and summarizing administration report.
  • Experience using budget/ travel management using UN/ UNDP rules and regulation would be highly desirable.
Qualifications
  • Secondary Education is required OR
  • A university degree (Bachelor’s degree) in Accounting Finance or Business, Public Administration, Economics, or other relevant fields would be given due consideration but it is not a requirement.
  • Fully Qualified Accountant, from an internationally accredited institute of accountancy or Full Completion of the UNDP Finance Training and Certification Programme (FTCP), no UNDP Accountancy and Finance Test (AFT) is required.
  • Candidates with no professional accountancy qualifications, but with degrees that major in accountancy and/or finance must complete UNDP Finance Training and Certification Programme (FTCP), if recruited.
  • Candidate with no professional accountancy qualifications but with relevant experience must successfully undertake UNDP Accountancy and Finance Test (AFT) before shortlisting and must complete the UNDP Finance Training and Certification Programme (FTCP), if recruited.
  • A specialized certification in Accounting and Finance is desired.
