Overview
Provide technical support to strategic evaluations, contribute to the regional evaluation quality assurance system, and support the setup of an evaluation consultant roster and related processes.
Key Responsibilities
- Provide technical support to strategic evaluations including CPEs for Mongolia and the Pacific, and after-action reviews for emergencies.
- Contribute to the regional evaluation quality assurance system to enhance quality and use of evaluations.
- Provide technical support in the set-up of an evaluation individual consultant roster, update SOPs, Ways-of-Working for MCES, and the evaluation dissemination strategy.
Required Experience
- Minimum of two years of progressively responsible professional experience related to planning, implementation, coordination, and management of monitoring, evaluation, and research activities.
- Familiarity with UNICEF evaluation procedures, with direct involvement in the conduct of evaluations.
- Experience participating in UN/UNICEF evaluations is required.
- Excellent analytical skills, with the ability to use a range of evaluation tools and methodologies to interpret complex data, identify trends, and draw logical conclusions.
- Experience conducting evaluations for UN agencies, preferably including UNICEF or major bilateral donor country programmes, and familiarity with UNEG Norms and Standards, Ethical Guidelines, and the UNICEF Evaluation Policy.
- Experience working with evaluation offices of UN organizations is required.
- Experience working in developing country contexts, with experience in the East Asia and Pacific (EAP) region preferred.
- Demonstrated ability to work collaboratively with diverse teams, manage independent consultants, and engage effectively with stakeholders at all levels.
Qualifications
- Advanced university degree (Master’s degree or equivalent/higher) in social sciences is required.
- Certificate in evaluation or equivalent qualifications is an advantage.
