Overview
Coordinates the overall emergency preparedness and response of the country office, responsible for the development, planning, implementation, monitoring, and evaluation of emergency interventions to ensure the survival and well-being of children, mothers, and affected communities.
Key Responsibilities
- Coordinate UNICEF’s contribution to the IASC humanitarian architecture.
- Ensure effective participation in cluster and inter-cluster coordination mechanisms.
- Promote Core Commitments for Children (CCC) and advocate for enablers of humanitarian action.
- Monitor fulfillment of Cluster Lead Agency (CLA) accountabilities.
- Strengthen leadership and communication skills of cluster coordinators.
- Coordinate with authorities on needs assessments, response planning, and development of technical standards.
- Support development of Flash Appeals, Humanitarian Needs Overviews (HNOs), and Humanitarian Response Plans (HRPs).
- Develop and update contingency plans and early warning mechanisms.
- Formulate and monitor emergency plans of action across sectors.
- Mainstream disaster prevention, mitigation, and preparedness strategies.
- Provide policy and program advice on emergency preparedness measures.
- Organize and conduct emergency training and capacity-building.
- Maintain databases and ensure information flow for emergency planning.
- Act promptly as Team Leader or member of Emergency Response Team during crises.
- Ensure staff safety, security, and communication systems during emergencies.
- Lead or participate in needs assessments and determine UNICEF’s intervention priorities.
- Support oversight of emergency operations.
- Assess local conditions and contribute to UN Country Team emergency response efforts.
- Support donor relations and fundraising activities.
- Contribute to donor reports and proposals.
- Mobilize donor response and recovery/rehabilitation funding.
- Plan for longer-term operational and staffing requirements post-emergency.
- Assist in formulating and implementing advocacy, recovery, and transition strategies.
- Maintain continuous coordination and liaison with Government, UN agencies, NGOs, donors, and partners.
- Facilitate collaboration with standby partners and other country offices.
- Monitor socio-economic and political developments affecting children and women.
- Represent UNICEF in humanitarian and recovery-related forums.
- Keep management informed of humanitarian developments.
Required Experience
A minimum of eight years of progressively responsible professional work experience at the national and international levels in programme/project development, planning, implementation, monitoring, evaluation and administration. Field work experience in humanitarian contexts and nexus approach operationalization is required.
Qualifications
Advanced university degree in one of the following fields: social sciences, public administration, law, public health, nutrition, international relations, business administration, or other related disciplines. Preferably a combination of management, administration, and relevant technical fields. Specialized training in emergency response management is desired.
