Overview

The Supply and Logistics Assistant will support the timely and efficient implementation of the procurement plan and provide technical support in the design and implementation of the local supply strategy. This role is essential for conducting market surveys and optimizing supplier identification.


Key Responsibilities
  • Provide input to the annual Supply Plan, conduct data review and analysis, and assist in developing procurement strategies.
  • Support market research and gather evidence on best approaches to procurement.
  • Liaise with programme sections in planning procurement, supporting specifications, terms of reference, and logistics arrangements.
  • Prepare documentation for Long Term Arrangements (LTAs) and process procurement requisitions, RFQs, ITBs, and RFPs.
  • Prepare requests for award and purchase orders/contracts in SAP.
  • Keep stakeholders informed on procurement progress and liaise with suppliers.
  • Monitor dashboard reports and coordinate supply actions.
  • Extract reports on LTAs, contracts, and Purchase Orders.
  • Conduct local market surveys for supplier identification.
  • Provide input on the logistics component of the supply plan, advising on infrastructure constraints.
  • Track demurrages and detention charges and negotiate waivers.
  • Calculate budget requirements for delivery modalities.
  • Monitor pipeline and ensure timely customs clearance of supplies.
  • Perform research, collect data, and produce reports for informed decision-making.
  • Support logistics operations management and contribute to effective service delivery.
  • Review needs for contracting logistics third-party services.
  • Maintain and process documentation for logistics operations and resolve operational issues.
  • Assess warehousing capacity and propose corrective actions.
  • Support the maintenance of warehousing and inventory management processes.
  • Prepare stacking and storage plans.
  • Supervise receipt of consignments and dispatch of supplies.
  • Prepare stock reports and monitor inventory.
  • Carry out physical counts of inventory and prepare documentation for commodity disposal.
  • Track near to expiry supplies ensuring FIFO and FEFO approaches.
  • Ensure continuous availability of data related to procurement.
  • Prepare periodic and ad-hoc reports.
  • Support assessment of and collaboration with implementing partners.
  • Assist in building partnerships with UN organizations for procurement and logistics arrangements.
  • Support Procurement Services (PS) transactions and projects.
  • Maintain up-to-date files for all Procurement Service transactions.
  • Monitor the incoming pipeline of PS shipments.
  • Provide input for knowledge exchange and learning, and develop/facilitate training.
Required Experience
  • A minimum of 5 years of relevant experience in procurement, logistics and supply chain management is required.
  • Intermediate Knowledge MS Word, Excel, PowerPoint, SAP
  • Project management, problem solving, collaboration and digital dexterity is required.
  • Understanding of development and humanitarian work is an advantage.
  • Desirable Knowledge in customs clearance and international commerce practices, which includes in-depth understanding of local legislature regarding permits such as ARSA (Agencia de Regulación Sanitaria), SENASA (Servicio Nacional de Sanidad e Inocuidad Agroalimentaria) and tax exemptions is an asset.
Qualifications

Bachelor's degree in Business Administration, Procurement, Logistics, Commerce, Supply Chain, or any other relevant field.
