Overview

The Chief Child Protection will lead high-level policy dialogue, support evidence-based reforms, and strengthen financing strategies and partnerships to ensure successful models are institutionalized through domestic systems and sustained through national resources.


Key Responsibilities
  • Establish the section’s annual work plan; set priorities, targets and performance measurements. Monitor results.
  • Establish individual performance objectives and provide guidance and performance management.
  • Supervise team members to ensure effective and efficient delivery.
  • Provide technical advice and operational support to situation analysis to guide strategic policy advocacy, interventions and programme priorities.
  • Ensure programme strategies prioritize system-level reforms, policy influence, scalable models and emerging risks including digital safety.
  • Lead coalition-based partnerships with Government, private sector, academia and civil society.
  • Supervise the development of child protection programmes/projects using results-based planning and ensure alignment with UNICEF strategies and national priorities.
  • Ensure DRR, emergency preparedness and climate sensitivity are integrated.
  • Plan and support monitoring and evaluation to assess performance and results.
  • Ensure programmes are designed for scale, sustainable financing and integration into domestic systems.
  • Monitor progress, identify bottlenecks, take timely decisions and control programme resources.
  • Ensure compliance with organizational rules, donor commitments and reporting requirements.
  • Provide technical and strategic advice to government and partners on child protection policies, strategies and best practices, including emerging risks related to digital platforms and AI.
  • Coordinate technical expertise and promote innovative financing approaches.
  • Support analytics, interoperable data systems and emergency preparedness planning.
  • Build and lead strategic coalitions to influence policy, social norms and resource allocation.
  • Mobilize resources, engage public and private sector partners and represent UNICEF in inter‑agency and UNSDCF processes.
  • Promote innovation, digital technologies and ethical, rights‑based approaches.
  • Research, implement and disseminate best practices.
  • Organize capacity building initiatives for sustainable child protection results.
Required Experience

A minimum of 8 years of relevant work experience in Child Protection, Social Development, Planning, and Management, Upper-Middle-Income Country experience in High-level Policy environments. Proven ability to engage in Senior Government counterparts, Child Online Protection (including online safety, AI regulations or social media risks), and any other related fields. Experience working in Policy Influence, Senior Stakeholder Engagement, Systems Strengthening, Coalition Building, Private Sector Engagement, Digital Safety. Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.

Qualifications

A Master or equivalent (Advanced University Degree) in one of the following is required: International Development, Psychology, Sociology, Law - International, Social Science, Human Rights, or another relevant Social Science field.
