Overview
The Programme Budget Manager will provide strategic oversight on programme budgeting, ensuring resources are affordable, well aligned with funding realities, and managed with strong value for money to support high-quality programme delivery at scale.
Key Responsibilities
- Support informed decision-making through robust budget analysis, income forecasting, and portfolio-level insights.
- Lead the financial management of donor-funded and International Financial Institution–funded projects, overseeing the full lifecycle from funding negotiations through implementation to financial closure, while ensuring compliance with donor requirements.
- Strengthen contribution management through accurate financial tracking and timely reporting.
- Support competitive cost proposals.
- Ensure the systems and capacity are in place for a high-performing programme budget function.
Required Experience
- A minimum of eight (8) years of progressively relevant work experience in Public Partnerships, Accounting and Auditing, Programme Budgeting, Grant and Contribution Management and any other related fields is required.
- Relevant experience in Programme Budget Management, Strategic Finance, Grant Compliance, Donor Finance Oversight, Strategic Resource.
- Familiarity with IFI engagement, Emergency, Word Bank, ADB, Donor Compliance, Large-scale budget of USD200 million are considered as an asset.
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
Qualifications
• Master or equivalent (Advanced University Degree) in Accounting, Finance, Management, Public Administration and any other related fields is required.
