Overview
The consultancy aims to generate a comprehensive analysis of the situation of children and adults with disabilities in Syria to strengthen national systems and inform disability inclusive policies.
Key Responsibilities
- Examine how disability inclusion is reflected within legislation, policies, service delivery systems, and child protection structures.
- Assess barriers to accessing justice, civil documentation, education, health, social protection, livelihoods, and humanitarian assistance.
- Identify protection risks, gender disparities, and gaps in institutional care, MHPSS, and early intervention services.
- Evaluate system readiness, community attitudes, accessibility of justice mechanisms, existing referral pathways, and the roles of key stakeholders.
Required Experience
- At least 5 years of professional experience on issues of disability inclusion and child rights (research, teaching/training), policy and development studies, including direct program implementation in the public sector.
- Demonstrates knowledge and expertise in primary data collection, the use of qualitative analysis software.
- Demonstrates excellent writing skills, and strong communication, for the development of technical documents is essential.
