Overview

The HR Specialist (Policy) serves as the lead expert on HR policy issues, reviewing existing policies, identifying gaps, developing new policies, monitoring compliance, and providing authoritative advice and interpretation on HR policies and procedures.


Key Responsibilities
  • Assess, review, and analyze existing HR policies and procedures to identify best practices and critical gaps.
  • Conduct research and benchmarking of HR management policies and practices.
  • Analyze HR data trends and articulate policy changes and recommendations.
  • Liaise with other UN system organizations to ensure efficiency and effectiveness in HR policy development.
  • Develop and propose HR policies, practices, and guidance material.
  • Coordinate consultations with stakeholders on policy changes.
  • Make proposals for new or revised policies to increase effectiveness and efficiency.
  • Ensure HR Policy framework is up to date and reflects changes in Staff Rules and Regulations.
  • Coordinate meetings of the Staff Advisory Committee on policy review.
  • Provide input and advice on HR policy matters for reports and documentation.
  • Manage and coordinate the implementation of HRM policy.
  • Advise management and staff on policy implementation, anticipating risks.
  • Ensure, coordinate, or facilitate the roll-out and implementation of new or revised HR policies.
  • Garner stakeholder support and commitment for policy changes.
  • Respond to queries and recommendations from internal and external auditors.
  • Develop tools and reports for HR policy management controls.
  • Provide oversight of policy initiatives.
  • Conduct risk analysis and provide HR policy advice.
  • Support the implementation of digital transformation initiatives.
  • Provide authoritative interpretation, advice on the application of the HR regulatory framework, policies, procedures, and practice.
  • Advise on highly sensitive, potentially contentious cases, as well as exceptions and precedents.
  • Provide policy advice/support on legal aspects and approaches in the application of HR-related policies.
  • Advise on HR policy feasibility, soundness, consistency, and compatibility.
  • Analyze implications associated with HR policies and contractual modalities.
  • Prepare opinions on cases involving unusual and/or complex HR issues.
  • Support/Advise management on compliance, quality assurance, and due diligence.
  • Advise managers on complex cases and provide risk-based policy guidance.
  • Contribute to the formulation of the ICAO strategic plan and HR strategies.
  • Maintain an open system of information exchange on policy needs, developments, advice, interpretation, and implementation.
  • Provide input and advice on human resources provisions in agreements and memoranda of understanding.
  • Performs other related duties, as assigned.
Required Experience
  • A minimum of seven (7) years of progressively responsible experience in the field of human resources management, is required.
  • At least five (5) years of experience in developing and implementing effective human resource policies (e.g. staff regulations, staff rules, administrative instructions, etc.) in a public or private sector organization, is required.
  • Experience in providing authoritative policy interpretation and HR advisory services on substantive policy and procedural questions, is required.
  • Experience in preparing reports, policy papers, briefing notes or talking points on issues related to HR policy for presentation to senior management or governing bodies, is required.
  • Experience within the United Nations system or a comparable international organization operating in a diverse, multicultural environment, is required.
  • Experience leading or contributing to digital transformation initiatives, including leveraging technology and process automation to strengthen policy development, analysis or organizational effectiveness, is desirable.
  • Experience managing complex projects or policy initiatives, including the application of sound project management approaches to drive delivery across multiple priorities and stakeholders, is desirable.
  • Experience in supervising staff and fostering collaborative team performance to achieve results in a dynamic work environment, is desirable.
Qualifications
  • Advanced university degree (Master's degree or academic equivalent) in human resources management, business administration, organizational development, administrative law, public or business administration, industrial psychology, social sciences or a related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Project Management Certification is desirable.
