Overview

Provide technical leadership and expert input for the development and finalization of the National Immunization Strategy, including design and validation of costing methodology and M&E Framework. Provide technical guidance and inputs in the design and optimization of immunization activities.


Key Responsibilities
  • Provide technical leadership and expert input to the development and finalization of the National Immunization Strategy, including the design and validation of the costing methodology and the Monitoring and Evaluation (M&E) Framework.
  • Provide technical guidance and inputs in the design and optimization of routine, catch-up, and supplemental immunization activities, including development of evidence-based demand generation strategies, facilitation of technical reviews, validation and field-testing of key messages, adaptation of M&E tools, provision of technical inputs to partner briefings, and synthesis of implementation insights to inform continuous improvement.
  • Provide expert guidance and technical inputs in the scale-up of the Reaching Every Purok (REP) Strategy and other health systems strengthening approaches by contributing to the development of a demand generation plan for routine immunization, conducting risk assessments, facilitating capacity building on Risk Communication and Community Engagement (RCCE), developing advocacy kits and health worker’s guide, reviewing communication materials, and supporting SBC planning and supervision.
  • Lead the technical documentation and synthesis of best practices and develop case studies and human-interest stories related to demand generation for routine immunization.
  • Provide technical assistance to implementing partners in the design and execution of demand generation activities (RCCE, social mobilization, social listening, IPCI) aimed at strengthening routine immunization systems.
  • Provide technical assistance in the implementation and finalization of protocol and guidelines of feedback mechanism between clients and health workers using human centered design in pilot sites identified in Luzon and Mindanao.
  • Provide technical support in the implementation of other SBC interventions, including emergency response activities such as rapid assessments, data generation for donor reporting, and the design and implementation of RCCE strategies in humanitarian contexts; systems strengthening initiatives led by the SBC Unit.
Required Experience

At least 5 years experience in strategic communication planning process, social data and behaviour analysis, research and evaluation of communication interventions. Development and production of knowledge products including the preparation of creative briefs, content development and editing, and pre-testing. Field level experience including working with local government units, local and community leaders, community-based organizations; and use of local communication and networking channels to promote behaviours. Social mobilization, advocacy, and RCCE in the context of mass immunization campaigns. Experience working with UN or UNICEF, directly or indirectly, on health or immunization, an advantage.

Qualifications

Bachelor’s degree in development communication, mass communication, or related fields. A master’s degree will be an added asset.
