Overview
The Delegate, Planning, Monitoring, Evaluation, Accountability, Reporting & Learning (PMEAR-L) will enhance and fortify the quality, accountability, performance, and impact of the GTPP by providing technical assistance and guidance on PMEAR and learning-related matters.
Key Responsibilities
- Ensure activity plans are updated and revised.
- Work with the global coordination team to submit revised plans to the donor.
- Provide technical advice on programme monitoring and plan facilitation.
- Coordinate data collection and analysis to strengthen programme quality.
- Conduct field monitoring visits.
- Serve as focal point for reviews and evaluations.
- Analyse programme data to produce trends and recommend adjustments.
- Develop and implement tools to assess and improve program quality.
- Facilitate initiating and finalising all mandatory internal and donor reporting.
- Undertake quality control of reports.
- Lead reflective discussions to capture lessons learned.
- Organise collaborative sessions to help stakeholders interpret data.
- Produce case studies and success stories.
- Maintain and update a systematic log of lessons learned.
- Promote peer-to-peer and thematic learning.
- Provide technical assistance and guidance for assessments, planning, monitoring, evaluation, and reporting.
- Support NSs, regional offices and global thematic leads in developing and using PMEAR guidelines and tools.
- Contribute to strengthening the PMER technical capacity of NS and IFRC staff.
Required Experience
- At least 3-5 years of relevant professional experience (in PMER, Result-based management (RBM), Monitoring and Evaluation, learning agendas etc.).
- Strong background in report writing and product delivery to tight deadlines.
- Sound background in social research methodologies.
- Practical field experience in the implementation of monitoring and evaluation systems for projects, programmes and emergencies.
- Practical field experience in project planning and implementation and results-based project management.
- Familiarity with financial management systems.
- Experience in working in a non-profit organisation or humanitarian organisation.
Qualifications
- A bachelor’s degree in social sciences, international development, or a related field, as well as experience in education, will be considered.
- Further advanced training related to Project Cycle Management, Monitoring and Evaluation, and Data management.
- Preferred: IMPACT or equivalent knowledge.
