Overview

The CCAC Quality Assurance and MRV officer for the Super Pollutants Accelerator in Mexico will develop and manage monitoring, reporting, and verification (MRV) systems for GHGs, SLCPs, and key air pollutants to ensure high-quality data collection and reporting.


Key Responsibilities
  • - Develop and manage robust, transparent, and internationally aligned MRV systems for GHGs, SLCPs, and key air pollutants.
  • - Ensure high-quality data collection, rigorous quality assurance/quality control (QA/QC), and timely reporting.
  • - Support the development of a fully operational, transparent, and internationally aligned MRV system meeting IPCC, UNFCCC, and CCAC standards.
  • - Strengthen QA/QC procedures to ensure high-quality, verifiable emissions data.
  • - Produce timely, evidence-based reporting to support national planning and international transparency obligations.
  • - Enhance institutional capacity for MRV to ensure long-term sustainability of national systems.
Required Experience
  • - Minimum 5–7 years of experience in GHG or air pollutant inventory development, MRV system design, or climate transparency frameworks is required.
  • - Expertise in GHG, SLCP, and air pollutant MRV systems, including strong familiarity with IPCC guidelines, ETF requirements, and internationally recognized QA/QC methodologies is required.
  • - Advanced data management and analytical skills, including the ability to design, operate, and troubleshoot national level MRV frameworks, integrate multisource datasets, and ensure data accuracy, consistency, and comparability is required.
  • - Proficiency with emissions estimation tools and platforms (e.g., inventory software, MRV databases, QA/QC protocols), and the ability to assess mitigation impacts and co benefits across sectors is required.
  • - Demonstrated ability to develop clear technical guidance, templates, and reporting protocols to build institutional capacity on MRV and data governance is required.
  • - Demonstrated expertise with IPCC methodologies, UNFCCC reporting guidelines, and preferably CCAC or GEF project MRV requirements is desired.
  • - Strong data management skills (SQL, Python/R, GIS, or specialized inventory software like SEI’s TEMPO or CRF Reporter) is desired.
  • - Experience working with Mexican public institutions (especially INECC, or SEMARNAT) is highly desirable.
  • - Proven experience preparing technical reports, stakeholder engagement materials, or capacity-building content related to climate change, SLCPs, or air pollution is desired.
  • - Experience working with government and/or international development partners in the environmental/climate sector is desired.
  • - Knowledge and previous experience working on climate change, short-lived climate pollutants, climate change international agreements or air pollution is desired.
  • - Strong knowledge of Mexico’s climate and air quality policy architecture, including national inventory systems, NDC processes, sectoral reporting requirements, and institutional mandates relevant to emissions monitoring is desired.
  • - Excellent coordination and communication skills, enabling effective collaboration with government agencies, technical experts, and project teams to ensure alignment of MRV systems with national and international obligations is desired.
  • - Ability to work effectively with diverse stakeholders and to collaborate with multidisciplinary team is desired.
Qualifications
  • - Advanced university degree (Master’s or equivalent) in environmental sciences, atmospheric chemistry, statistics, engineering, or a related quantitative field or a similar discipline.
  • - A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
