Overview
Undertake a comprehensive gender landscape analysis of the Water, Sanitation, and Hygiene (WASH) sector in four districts of Puntland, Somalia. The analysis will identify gender-related gaps, inequalities, and barriers to WASH access and outcomes, and generate recommendations to strengthen gender-transformative WASH programming.
Key Responsibilities
- Use UNICEF’s global gender WASH landscape assessment package to carry out an assessment in four districts.
- Assess gender and gender dynamics shaping WASH access, participation, leadership, and decision making.
- Analyze how gender norms, roles, and inequalities affect WASH service delivery, management, and sustainability.
- Identify gaps in WASH policies, systems, strategies, and programmes related to gender equality.
- Assess protection and GBV-related risks linked to WASH access and facilities and propose mitigation measures.
- Provide actionable recommendations, guidance, and practical tools to integrate gender equality across the programme cycle.
Required Experience
- Minimum 10 years of consulting/professional experience on gender in development programmes.
- At least 5–7 years of experience conducting gender analyses / assessments in development and/or humanitarian contexts.
- Demonstrable experience with WASH programming, including conducting gender responsive WASH assessments.
- Proven experience conducting field research in fragile, complex, or conflict-affected environments, including Somalia.
- Strong track record in coordinating and managing fieldwork teams, including recruitment/training of enumerators/facilitators, quality assurance, and safeguarding oversight.
- Strong understanding of gender equality and intersectionality.
- Strong understanding of WASH-related gender dynamics.
- Strong understanding of Do No Harm principles, conflict sensitivity, and ethical research practices.
- Demonstrated ability to design and implement robust qualitative research using participatory and empowering methods.
- Excellent skills in qualitative data collection and analysis, including mixed-methods triangulation and synthesis.
- Strong communication, analytical, facilitation, and presentation skills.
- Excellent report-writing skills.
- Ability to work effectively in multi-cultural teams and with local partners.
- Strong organizational skills, with the ability to meet deadlines, manage multiple tasks, and work with minimal supervision.
- Strong contextual knowledge of Puntland’s gender, political, social, and conflict landscape.
- Practical understanding of operating safely and ethically in fragile/conflict-affected settings.
Qualifications
• Masters degree in Gender Studies, Sociology, Development Studies, WASH, or related fields
