Overview

Manage disbursement for ADB's sovereign investment projects following ADB policies. Handle specialized tasks related to disbursement and fiduciary control responsibilities, and perform activities to support ADB's Organizational Resilience.


Key Responsibilities
  • Verify the processing of withdrawal applications for ADB sovereign loan, grant and cofinancing projects in Pacific countries.
  • Review and verify applications to ensure expenditure eligibility, accuracy and completeness of all required documentation.
  • Ensure compliance with disbursement related policies, lending agreements, Loan Disbursement Handbook (LDH) and the service level standards.
  • Oversee monitoring of project advance account usage and turnover ratios for compliance with LDH requirements.
  • Verify review of project expenditures claimed through Statement of Expenditure (SOE) and other simplified documentation procedures.
  • Provide analysis and solution on complexed disbursement issues.
  • Provide capacity building for Executing/Implementing Agencies on disbursement procedures.
  • Contribute to improve business processes.
  • Provide suggestions for enhancements, take part in user acceptance testing.
  • Review and provide inputs on disbursement related matters for changes in project.
  • Learn and comply with the division's OR plan.
Required Experience
  • At least 5 years of experience in banking, accounting, auditing, disbursement, or related areas for financial institutions.
  • Working knowledge of international banking transactions.
  • Demonstrated expertise in internal control concepts and business processes.
  • Proficiency in software programs and large-scale IT systems used by international banks or multilateral development banks.
  • Demonstrated experience collaborating in cross-cultural and diverse teams and ability to collaborate constructively as an active team participant or leader.
Qualifications
  • Bachelor's degree in Accounting, Business Administration, or Finance;
  • a Certified Public Accountant (CPA) or equivalent;
  • preferably with advanced training.
