Overview

The Economic Recovery Coordinator will provide high-quality strategic guidance, capacity strengthening, and technical leadership to DRC ALT’s Economic Recovery portfolio across three sub-sectors. The role promotes self-reliance and resilience for conflict-, climate-, and displacement-affected populations.


Key Responsibilities
  • Lead the design and refinement of DRC’s Economic Recovery portfolio in ALT across two programmatic platforms.
  • Update and implement the Economic Recovery strategy for ALT.
  • Provide technical design and review of relevant proposals, concept notes, frameworks and reports.
  • Engage in bilateral coordination with local and international NGOs, international public organizations and private sector actors.
  • Foster strategic private sector engagement.
  • Oversight and monitoring of overall sector budget.
  • Collaborate with other sector leads to explore options for integrated programming.
  • Liaise with Regional and Global Economic Recovery Team on innovative initiatives.
  • Technical supervision of DAPP project manager and commercial contract implementation.
  • Coordinate DRC ALT’s Economic Recovery programme and provide technical guidance, mentoring, coaching and support.
  • Support in the recruitment, onboarding and capacity strengthening of technical staff members.
  • Identify technical and/or programmatic gaps and provide training and capacity building.
  • Guide Economic Recovery staff in conducting regular market assessments.
  • Lead on the development of relevant and appropriate beneficiary selection criteria and identification process.
  • Lead the development and review of Economic Recovery tools, SoPs and guidelines.
  • Ensure compliance with DRC standards and procedures and alignment with global strategy.
  • Ensure that programming is integrated with other DRC sectors.
  • Work closely with Economic Recovery Teams and Partnership Coordinator in the development of partnership models.
  • Quality assurance & compliance for Economic Recovery programming.
  • Oversight of overall program implementation progress and quality.
  • Map donor priorities and identify new opportunities.
  • Support identification, assessment, and development of strategic partnerships.
  • Act as the main sector-level point of contact with donors.
  • Oversight and coordination of sectoral projects.
  • Lead on developing assessments.
  • Visit regularly programme activities in ALT and provide support and feedback.
  • Represent DRC in relevant internal and external coordination forums.
  • Liaise with local, regional, and national government authorities and relevant stakeholders.
  • Maintain close working relationships with technical leads within DRC ALT, WANAL hub, and HQ.
  • Develop and maintain DRC ALT’s network of private sector partnerships.
  • Ensure adherence to DRC’s Age, Gender, and Diversity policy.
  • Ensure compliance with zero-tolerance to Sexual Exploitation and Abuse policy.
  • Ensure documentation and consolidation of success stories.
  • Ensure compliance with DRC guidelines and policies on HR, admin, finance, and supply chain.
  • Perform other relevant tasks as requested.
Required Experience
  • At least 5 years proven and successful track record as technical advisor or project manager with strong resilience background in the field of livelihoods/economic recovery.
  • Proven experience working in economic recovery programming in a fragile middle-income country, and preferably within a displacement setting.
  • Experience in developing country level technical economic recovery strategies and rolling them out.
  • Experience and expertise in conducting market assessments, in particular value-chain assessments and relevant analysis for program design.
  • Experience of working in projects with strong financial inclusion components (i.e. micro-finance institutes, insurance companies, and informal financing approaches).
  • Experience with emergency economic recovery and cash and voucher assistance (CVA) a strong asset.
  • Experience in working in multi-cultural context and cross-border programming.
  • Excellent skills in programme development and proposal writing.
  • Experience with project cycle management and project management tools such as logical frameworks, work plans, and monitoring plans.
  • Strong experience in working with local and international partners, local/government authorities, and donor guidelines.
  • Cultural sensitivity and adaptability.
  • Willingness to travel to in an insecure and high stress environment.
  • Knowledge of the North African context is an advantage.
Qualifications

• Master’s degree in international development, social science, civil society, law, or a related field.

Jul 31, 2027 (Open Ended for Tunisians)
Work Modality
Tunis with frequent travels in Tunisia, Algeria and Libya (30%)
