Overview
The Civil Engineer (Team Lead) will lead site identification and assessment, and oversee a team of engineers in various design and construction management activities for climate change adaptation projects in Afghanistan.
Key Responsibilities
- Lead and supervise the engineering team.
- Determine, review and establish local and international policies, standards and specifications for construction and refurbishment.
- Liaise with stakeholders to identify needs and incorporate them into designs.
- Provide input and review technical work and designs by external consultants/contractors.
- Oversee inspections of constructed works.
- Lead and contribute to the preparation of detailed engineering design documentation, including drawings, specifications, and scope of work reports.
- Lead the development of quality control and quality assurance documentation.
- Prepare specifications and BoQs and support the preparation of bidding documents.
- Supervise on-site work carried out by contractors.
- Provide expert advice on project engineering works.
- Work with the Design Review team to revise and finalize design packages.
- Plan and coordinate construction activities, including monitoring site safety and quality.
- Oversee the monitoring of contractor work schedules and provide technical advice.
- Check drawings, specifications, and other construction design documents for accuracy.
- Monitor project activities in relation to work plans and take corrective action.
- Oversee the monitoring of contractors’ onsite work.
- Ensure regular site meetings with staff and contractors and review progress reports.
- Ensure the collection and documentation of site information.
- Ensure Quality Assurance and Health, Safety and Environmental (HSE) measures are implemented.
- Ensure timely delivery of project activities within the project schedule.
- Ensure all materials delivered to the project site meet specification requirements.
- Ensure contractors maintain and implement HSSE protocols and measures.
- Verify contractor payments.
- Prepare project progress reports and project briefs.
- Ensure the preparation and management of project documentation.
- Assist the Senior Project Manager in project handover and closing.
- Hold ownership of UNOPS’ Assets at the construction site.
- Contribute to the dissemination and sharing of best practices and lessons learned.
- Participate in relevant Communities of Practice.
- Collaborate with technical team members.
- Conduct on-site training for contractors' technical staff.
Required Experience
- Minimum of 4 years relevant experience in water engineering works, with a focus on water retention structures.
- A minimum of 2 years of experience in water infrastructure design, with a focus on small dams, canals, and water retention structures.
- Ability to produce engineering construction drawings and design documentation using AutoCAD or similar software.
- Knowledge of UNOPS/UN rules and regulations is desired.
Qualifications
- Bachelor’s Degree in Civil or Water Engineering or equivalent professional qualification with 4 years of relevant experience.
- Master’s degree in a relevant field is desired.
