Overview

The consultant will be responsible for technically supporting ongoing infrastructure projects, particularly in the technical-operational modeling of PPPs, as needed. This role involves conducting technical visits to properties and land when applicable, providing technical knowledge, and working under the direct supervision of the Project Manager.


Key Responsibilities
  • Development and review of architectural projects, including parameters, norms, and applicable legislation.
  • Elaboration, review, and validation of needs programs, layouts, 3D modeling, facade elements, and preliminary architectural designs.
  • Elaboration and review of executive architectural projects, including details, technical specifications, and quantity surveys.
  • Analysis of executive projects regarding thermal comfort, ventilation, acoustics, accessibility, urbanism, signage, visual communication, sustainability, and energy efficiency.
  • Application of advanced analysis and compatibility techniques.
  • Provision of technical guidance for PPP project planning and development.
  • Elaboration and/or review of technical operation and maintenance manuals.
  • Elaboration of technical-operational guidelines for projects.
  • Dimensioning of volumes and costs.
  • Elaboration of terms of reference for contracting and evaluating technical studies and projects.
  • Evaluation of technical studies and applicable legislation.
  • Elaboration of PPP operational charges and performance indicators.
  • Elaboration and review of budget spreadsheets for costs and quantities.
  • Construction of ABC and S curves for execution monitoring.
  • Estimation of operational costs (OPEX) and infrastructure investment costs (CAPEX).
  • Elaboration of physical-financial schedules.
  • Comparative cost studies.
  • Analysis and proposal of adjustments to schedules and financial disbursements.
  • Review of technical drawings and graphic projects.
  • Contribution to the formulation of guidelines and instruments for construction supervision.
  • Elaboration of service execution verification forms.
  • Participation in the validation of architectural, interior, lighting, landscaping, and compatibility projects.
  • Provision of continuous technical guidance to designers, project engineers, and engineers.
  • Participation in programming and evaluation meetings.
  • Collaboration in the preparation of technical project documents.
  • Integrated application of knowledge in architecture, urbanism, and infrastructure.
  • Implementation of UNOPS Quality Assurance plan requirements.
  • Elaboration of technical opinions, periodic, and specific reports.
  • Provision of specialized technical support to the country portfolio.
Required Experience
  • Minimum of 3 to 7 years of experience (depending on academic credentials) in the elaboration of architectural and urbanism projects, including work on public works or projects using public resources.
  • Familiarity with at least one BIM software (Revit, Archicad, or similar).
  • Experience in the elaboration or review of budget spreadsheets using references like SINAPI or CDHU.
  • Experience in reading and compatibilizing complementary projects (structural, sanitary, electrical).
  • Previous experience in the elaboration of preliminary designs for educational and health establishments is desirable.
  • Notions of sustainability applied to projects.
  • Previous experience in UNOPS is desirable.
Qualifications
  • Minimum of a high school diploma.
  • A degree in architecture and urbanism will be considered valuable and may substitute some years of required experience.
  • Professional Council registration is desirable.
  • Specialization and/or Master's degree in educational buildings is desirable.
  • Specialization and/or Master's degree in public infrastructure is desirable.
  • Extension courses and/or training in accessibility and other legislation applied to the design of educational buildings will be considered a differential.
