Overview
The Livelihood and Economic Inclusion Associate will support UNHCR Rwanda’s strategic priorities on protection, solutions, livelihoods, graduation, and economic inclusion to strengthen self-reliance among refugees and host communities.
Key Responsibilities
- Assist the operation in identifying potential opportunities and ensure complementarity between UNHCR's protection work and economic inclusion objectives.
- Support UNHCR staff to align policy, operational and programme priorities between humanitarian and development agencies.
- Establish and maintain reporting, knowledge, and information exchanges on key developments among stakeholders.
- Assist UNHCR staff to engage in development planning, programming, and coordination processes with local government entities and development partners.
- Explore partnerships with relevant stakeholders to enhance graduation and economic inclusion of persons of concern.
- Work closely with the private sector to enhance inclusion of persons of concern in their labor force and supply chains.
- Work with financial service providers to enhance financial inclusion.
- Work with public and private sector service providers to include persons of concern in supporting services.
- Work with the multi-functional team to collect information about the legal framework for the right to work and rights at work.
- Support the implementation of graduation and socioeconomic inclusion to inform targeting, monitoring, and facilitation of development programmes.
- Participate in necessary assessments in collaboration with relevant private and public stakeholders.
- Provide technical assistance on livelihoods and graduation strategy interventions.
- Liaise with partners and authorities on livelihoods, graduation, and economic inclusion related issues.
- Prepare field reports and other relevant reports relating to livelihoods, graduation, and economic inclusion and make recommendations.
- Perform other related duties as required.
Required Experience
- 3 years of relevant experience.
- Experience working with refugees, vulnerable populations, or host communities in integrated protection and development settings.
- Demonstrated experience in project implementation, coordination, and stakeholder engagement with government, NGOs, UN agencies, and the private sector.
- Experience in supporting multi-sectoral programmes (e.g., cash assistance, protection, education, GBV, or financial inclusion).
- Strong experience in livelihoods programming, economic inclusion or poverty reduction programs; graduation approach (ultra-poor programs); designing or supporting income-generating activities (IGAs).
- Experience with microfinance institutions; savings groups (VSLA/SILC), small business development, vocational training programs, market-based approaches, private sector engagement can be an advantage.
- Experience in data collection, analysis and reporting.
- Strong understanding of livelihoods systems and economic empowerment framework.
- Cultural sensitivity and ability to work in multicultural environments.
Qualifications
Bachelor's degree in Development Studies, Business Administration, Social Studies or related fields.
