Overview

Consultant to support the implementation of the ATHIS project, focusing on supervision and intervention development for social housing.


Key Responsibilities
  • Define communities for ATHIS interventions based on prioritization criteria.
  • Conduct field assessments to identify housing needs.
  • Facilitate participatory meetings and workshops.
  • Participate in knowledge exchange sessions.
  • Categorize and analyze identified demands, producing a final report with recommendations.
  • Elaborate ATHIS project proposals and develop implementation plans for pilot interventions.
  • Provide detailed descriptions of project interventions.
  • Identify roles and responsibilities of key stakeholders.
  • Estimate required resources.
  • Supervise the implementation of ATHIS works.
  • Monitor construction progress and identify delays.
  • Ensure quality control of materials and workmanship.
  • Conduct daily site visits and maintain supervision records.
  • Ensure compliance with health, safety, environmental, accessibility, and habitability standards.
  • Promote continuous engagement with beneficiary families.
  • Ensure proper documentation of each assisted intervention.
  • Ensure alignment with municipal policies and regulatory frameworks.
  • Provide technical support for community engagement and collaboration.
  • Prepare a detailed planning and implementation report.
  • Participate in field work missions as required.
  • Complete all indicated training activities, including the BSAFE security course.
Required Experience
  • A minimum of six (6) years of experience in the development of social housing and/or technical assistance to social housing programmes in Brazil is required.
  • Experience with South-South Cooperation is desirable.
  • Experience in the social area and coordinating fieldwork, preferably in the public sector, is desirable.
  • Previous experience working in the United Nations is desirable.
Qualifications
  • Bachelor's degree in Architecture and Urbanism or related fields is required.
  • Postgraduate degree (Lato Sensu or Stricto Sensu) in Architecture and Urbanism, Engineering, Public Policy, Economy, Social Sciences or related fields is required, or additional four (4) years of relevant experience to the post, beyond the requirement.
